About this file
This is a Notice of Intent to award a Firm-Fixed-Price Purchase Order issued by the National Institutes of Health (NIH) for the Illumina Infinium Automated Pipetting System with ILASS under contract number 75N98026Q00225. The NIH intends to award this purchase order solely to Illumina, Inc., citing FAR Part 6.302-1 as justification for the single-source award, as Illumina is identified as the only known responsible source capable of meeting the government's requirements.
The procurement addresses the NIH's Genomics Core need to replace an existing Tecan LiHa automated pipetting robot that is incompatible with Illumina's newly upgraded genotyping platform. The current Tecan robot cannot be modified or upgraded to support the new Illumina workflow, which offers increased efficiency and capacity. The Genomics Core currently uses the Illumina iScan system for scanning and genotyping services supporting NHGRI and NIH-wide investigators. Although this is a single-source acquisition, small businesses in designated categories—including 8(a) firms, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, veteran-owned small businesses, and women-owned small businesses—may submit written capability statements demonstrating their ability to perform the requirement by 6:00 a.m. EDT on April 30, 2026, to david.shen@nih.gov. An award is anticipated approximately five days after the notice date, unless the government determines that another vendor can meet the requirement.

Notice of Intent: Illumina Infinium Automated Pipetting System with ILASS
(75N98026Q00225)
The National Institutes of Health intends to award a Firm-Fixed-Price Purchase Order to Illumina, Inc.
In accordance with FAR Part 6.302-1, Illumina, Inc is the only known responsible source who can provide the products/services that meet our standards. No other source has been identified who can provide the requirements listed below.
The Genomics Core provides genotyping services to NHGRI investigators and, increasingly, investigators NIH-wide. The Core implements the Illumina iScan system for scanning and generating genotypes, and the Tecan LiHa robot, an automated pipetting system for efficient handling of multiple samples simultaneously. The Tecan robot is designed specifically for Illumina’s genotyping platform and is an integral component of the Genomics Core’s workflow.
Recently, Illumina has upgraded their genotyping platform, introducing a more efficient workflow with increased capacity. This new workflow design is incompatible with our current Tecan robot, and it cannot be modified/upgraded to support the new system. Illumina’s new system requires the purchase of a new Tecan robot.
This notice is not a request for competitive quotes. Illumina, Inc is the manufacturer. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.
It is anticipated that an award will be issued approximately five (5) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement.
Please email responses to david.shen@nih.gov no later than 6:00 a.m. EDT on April 30, 2026.
