About this file

This is a Notice of Intent to Sole Source a firm-fixed-price purchase order for maintenance services on laboratory equipment. The National Institutes of Health intends to award the contract to Agilent Technologies Inc. for maintenance of a Seahorse XFe96 Analyzer (serial number US411504) used by the Urologic Oncology Branch at the National Cancer Institute. The justification for sole sourcing cites FAR Part 6.302-1, establishing that Agilent is the only responsible source capable of meeting requirements as the original equipment manufacturer and sole distributor of the product line. The contract has been previously maintained by Agilent and was only lapsed due to recent budgetary constraints and personnel reductions.

The maintenance agreement covers repairs, software updates, preventative maintenance, unlimited phone and email support, 100% on-site visits with labor and parts for repairs, one preventative maintenance visit per year, two application scientist visits, software upgrades with new features and enhancements, and instrument recertification every 12 months. The pricing is determined fair and reasonable based on costs from the previous year's service contract, with the projected cost being less than the prior contract total. The contract is anticipated for 12-month renewal cycles. Small businesses including 8(a) firms, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, veteran-owned small businesses, and women-owned small businesses may submit written capability statements by 7:00 a.m. EST on April 15, 2026, to david.shen@nih.gov. Award is anticipated approximately five days after the notice date unless the Government determines another vendor can meet requirements.

Notice of Intent to Sole Source: Maintenance Contract for Agilent Seahorse XFe96 Analyzer

(75N98026Q00178)

The National Institutes of Health intends to award a Firm-Fixed-Price Purchase Order to Agilent Technologies Inc.

In accordance with FAR Part 6.302-1, Agilent Technologies Inc is the only known responsible source who can provide the products/services that meets our standards. No other source has been identified who can provide the requirements listed below.

Research at the Urologic Oncology Branch (UOB) at NCI has been focused on studying hereditary urologic cancer at the clinical, genetic and molecular levels. UOB performs clinical research contributing to the development of surgical and diagnostic procedures as well as therapeutics against human Genitourinary Cancer. The XFe96 Analyzer (SN: US411504) is currently used for studies of cellular energy metabolism.

The Seahorse XFe96 analyzer in our facility needs service coverage. This analyzer is frequently used by both Urologic Oncology Branch personnel as well as by researchers from a number of other NCI labs. Thus, frequent recertification and recalibration of sensitive parameters for proper operation is required to ensure accurate data. In addition, repair of an instrument outside of service coverage can be exorbitantly more expensive. Due to the high usage of this machine across labs within and outside of UOB, coverage is the most suitable and fiscally responsible option.

•The service covers our instrument for repairs, software, and preventative maintenance (PM) and each plan includes unlimited phone and email support.

• 100% on site visit with labor and parts for any repairs, one PM visit (on request) per year.

• Software upgrades.

• One preventative maintenance visit per year

• Upon end users request during the plan coverage year

• Software upgrades, new features/enhancements

• Two application scientist visits for applications update

• Any related support during the plan year (upon request)

• Unlimited Phone & email Support

• Instrument Recertification every 12-month.

The XFe96 analyzer in our facility provides state of the art impedance based cellular analysis in a non-invasive format aiding in the advancement of basic research, drug discovery, and safety efficacy. This vendor is the manufacturer and sole distributor of the product line in the country. No other manufacturer could properly service or repair the product.

UOB must have the Seahorse XFe96 Analyzer maintained by Agilent as the Original Equipment Manufacturer (OEM). This machine has also been under contract with Agilent previously, that was only lapsed due to recent budgetary constraints and RIF of purchasing personnel. To ensure this machine can perform accurately and specifically under UOB’s heavy usage, we must be able to purchase this maintenance agreement from Agilent. No other vendor can meet UOB requirements.

Price is determined to be fair and reasonable based on the costs of previous year’s service contract (projected cost is actually less than our previous contract’s total cost). We will anticipate to renew it every 12 months.

This notice is not a request for competitive quotes. Agilent Technologies Inc is the manufacturer.

However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately five (5) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement.

Please email responses to david.shen@nih.gov no later than 7:00 a.m. EST on April 15, 2026.
