About this file

This is a Notice of Intent to award a sole-source purchase order. The Office of Mission Acquisition Solutions (OMAS) on behalf of the Indian Health Services (IHS), U.S. Department of Health and Human Services, intends to award a sole-source purchase order to DATA RAY INC. for a required upgrade of DataRay equipment from D3 to D4 platform. The equipment interfaces with Zebra printers utilized for patient wristbands at the Cheyenne River Health Center in South Dakota. The upgrade is necessary because the D3 platform has reached end-of-life/end-of-support status, resulting in loss of vendor support and increased operational and cybersecurity risks. DataRay is identified as the only responsible source capable of performing the required upgrade of existing system infrastructure.

The upgrade is critical to maintain continued uninterrupted operation of patient wristband and barcode printing functions that are integrated with the Resource Patient Management System (RPMS) and Zebra printer systems. These functions are essential to patient admissions, medication administration, laboratory processing, and patient identification workflows. This notice is not a request for competitive quotations, though any party who believes they can perform the requirement may submit a capability statement for government consideration by June 18, 2026 at 9:00am EDT. The government reserves the right to determine whether to conduct a competitive procurement based on responses received. Interested parties should submit responses and questions to Chantal Cornelius at Chantal.cornelius@hhs.gov.

THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS.

This is a notice of intent to award a sole-source contract using simplified acquisition procedures and is not a request for competitive quotes.

The Office of Mission Acquisition Solutions (OMAS), U.S. Department of Health and Human Services (HHS) on behalf of the Indian Health Services (IHS) intends to award a sole-source purchase order using the procedures at RFO 12.102(a), as it has been deemed that only one source is available to meet this specific requirement. This purchase order is intended to be awarded to DATA RAY INC. for required upgrade to the DataRay equipment from D3 to D4 which interfaces of the Zebra printers utilized for patient wristbands throughout the Cheyenne River Health Center, located in South Dakota. The required upgrade constitutes a logical follow-on to the existing DataRay barcode wristband infrastructure currently deployed throughout the Cheyenne River Health Center.

The upgrade is necessary due to the D3 platform reaching end-of-life/end-of-support status, resulting in loss of vendor support and increased operational and cybersecurity risk.

Continued uninterrupted operation of patient wristband and barcode printing functions is critical to patient admissions, medication administration, laboratory processing, and patient identification workflows integrated with Resource Patient Management System (RPMS) and Zebra printer systems. DataRay is the only responsible source capable of performing the required upgrade of existing system infrastructure.

This notice of intent is not a request for competitive quotations. Any party who believes they can perform this requirement should submit a capability statement for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.

Information received by the government as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement.

The government will not be responsible for any costs incurred by a party who responds to this notice. A party may identify their interest and submit a capability statement by June 18, 2026 by 9:00am EDT.

Responses, including questions about this notice, should be sent via email to Chantal Cornelius at Chantal.cornelius@hhs.gov.
