About this file
This is a Notice of Intent to Award a Sole Source Contract issued by the Department of Health and Human Services (HHS), Assistant Secretary for Financial Resources (ASFR), Office of Mission Acquisition Solutions (OMAS).
HHS intends to award a sole-source, firm-fixed-price contract to CVENT, Inc. (1765 Greensboro Station PL, Tysons Corner, MD 22102-3468) for renewal of annual subscriptions and licenses for the CVENT Enterprise Platform License and Registration services. The requirement includes one annual enterprise platform license featuring Registration, Attendee Hub, OnArrival Premium, Essentials product licenses, Branding Package, Single Sign-On, API Standard Access, 1 TB video storage, uncapped platform user logins, and 9,500 annual registration quantities per registrant. The contract will run for a one-year base period from October 30, 2026 to October 29, 2027, with three optional one-year periods extending through October 29, 2030. The National Institute of Allergy and Infectious Diseases (NIAID) requires this event management and registration platform to support its Office of Workplace Solutions/Integrated Services and Solutions Branch, with capabilities including approximately 9,500 annual registrations, attendee engagement, onsite check-in, SSO integration, API access, video storage, event branding, and scalability. The sole-source justification cites NIAID's continuous use of Cvent since March 2020 and the need to maintain continuity with existing integrations, user access, and business processes while avoiding operational disruption from transitioning to an alternative platform.
The acquisition is conducted under FAA authority RFO 12.102 (Restricting Competition) using RFO Part 12 procedures. Interested parties may submit capability statements within five calendar days of notice posting to matthew.fein@hhs.gov, demonstrating ability to provide equivalent products and services that fully satisfy minimum requirements without disruption to ongoing operations. If no affirmative responses demonstrate adequate capability, HHS will proceed with award to CVENT, Inc. without further notice.

Description of Requirement
National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for continued enterprise event management and registration services to support the OƯice of Workplace Solutions/Integrated Services and Solutions Branch (OWS/ISSB). The requirement includes an event management platform capable of supporting approximately 9,500 registrations annually, along with attendee engagement and onsite check-in capabilities, Single Sign-On (SSO), API access, video storage, event branding, uncapped platform user logins, and scalability for additional registrations as needed. These capabilities support NIAID’s established event registration, attendee management, integration, and event participation activities and are required to maintain continuity of ongoing event management operations.
Sole-Source Rationale
NIAID intends to procure the required event management and registration services from Cvent, Inc. to maintain continuity with the existing Cvent environment and established OWS/ISSB event management processes. NIAID has utilized Cvent since approximately March 2020, and the platform currently supports ongoing event registration and attendee management activities through established capabilities including Registration, Attendee Hub, OnArrival Premium, SSO, API access, video storage, and related event management functionality. Continued use of Cvent will preserve the existing environment, integrations, user access, and established business processes while avoiding disruption to ongoing event management operations that could result from transitioning to a diƯerent platform.
