About this file

This is a Notice of Intent to Sole Source for laboratory equipment relocation services. The National Heart, Lung, and Blood Institute (NHLBI) intends to award a noncompetitive purchase order to General Machine Shop, Inc. under solicitation number 75N98026Q01034 for relocating optical tables and related equipment to the Advanced Microscopy and Biophotonics Laboratory at NIH. The contractor must deliver and place a 4'x12', 2,000-pound Newport optical table from General Machine Shop's Landover, Maryland warehouse to Building 10, Suite 8C214; relocate a 4'x12' optical table from Building 10 to the NIH surplus warehouse; disassemble and reassemble a 4'x12' and 5'x6' L-shaped optical table configuration; and relocate and place three additional optical tables measuring 5'x12', 4'x5', and 5'x8'. The solicitation is classified under NAICS code 238290 with a $19M small business size standard and is being conducted as a commercial acquisition under FAR Part 12.

The sole source justification is based on General Machine Shop's current custody of the primary optical table, which was stored with them due to construction delays at the laboratory. The government determined that awarding this work to another vendor would create significant logistical complications, risk damage to government property, and disrupt the required delivery schedule. All responses must be received by September 08, 2026, at 12:00 PM ED and submitted electronically to noelle.decenzo@nih.gov. Responses must include unit price, list price, shipping and handling costs, delivery period, payment discount terms, F.O.B. point, Unique Entity Identifier (UEI), Taxpayer Identification Number (TIN), and business size certification. All offerors must maintain active registration in the System for Award Management (SAM).

Notice of Intent to Sole Source

Solicitation Number: 75N98026Q01034 Solicitation Type: Sole Source (Non-Competitive) Title: Clinical Advanced Microscopy and

Biophotonics Laboratory Relocation NAICS / Size Standard: 238290/ $19M

Introduction

THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO

AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL AND OPEN

COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to General Machine

Shop, Inc. to provide laboratory equipment relocation of currently stored equipment to the Division of

Intramural Research in accordance with the following information.

Background Information

In 2025, the NHLBI Division of Intramural Research (DIR) hired General Machine Shop, Inc. to store an optical table until the Advanced Microscopy and Biophotonics Laboratory construction was completed.

Purpose and Objectives

The purpose of this acquisition is to relocate the 4’ wide x 12’ long, 2000-pound optical table that is currently being stored by General Machine Shop, Inc., to the Advanced Microscopy and Biophotonics

Laboratory. The vendor will also relocate additional optical tables currently on the National Institutes of

Health campus to the laboratory.

Contractor Requirements

The Contractor shall provide the following relocation services:

• Delivery and placement of a 4’x12’ optical table from General Machine Shop warehouse to Bldg. 10

Suite 8C214

• Relocation of 4’x12’ optical table from Bldg. 10 to NIH surplus warehouse

• Relocation and placement of a 4’x12’ and 5’x6’ L-shaped optical table configuration. The configuration is to be unbolted in the 5D corridor and re-bolted once placed in Suite 8C214.

• Relocation and placement of a 5’x12’ optical table

• Relocation and placement of a 4’x5’ optical table

• Relocation and placement of a 5’x8’ optical table

Sole Source Justification

General Machine Shop, Inc. currently houses the Advanced Microscopy and Biophotonics Laboratories 4’ wide x 12’ long, 2,000-pound Newport optical table at its warehouse in Landover, Maryland. The NHLBI originally purchased this table in fiscal year 2025; however, due to construction delays at the Advanced

Microscopy and Biophotonics Laboratory, the table was ready for delivery in April 2025 before the laboratory space was completed. Consequently, General Machine Shop was engaged to provide interim storage. Because this specialized, heavy equipment is currently in their custody, no other vendor has physical access to retrieve or handle the property without disrupting the existing storage arrangement or risking transit liability. Furthermore, as construction is now completed, relocating this table must be fully synchronized with the broader relocation of labs equipment. Awarding this requirement to any other vendor would introduce significant logistical complications, risk damage to government property during third-party warehouse extractions, and disrupt the streamlined delivery schedule required for the lab's operational transition.
