Statement of Work Summary: Clinical Advanced Microscopy and Biophotonics Laboratory Relocation
This is a Statement of Work (SOW) for the relocation of sensitive optical research equipment belonging to the Advanced Microscopy and Biophotonics Laboratory at the National Heart, Lung, and Blood Institute (NHLBI), a component of the National Institutes of Health (NIH). The contractor must safely relocate six optical tables from their current location in Building 10 Rooms 5D10, 5D14, 5D16, and 5D19 on the NIH Campus in Bethesda, Maryland to a newly renovated space in Building 10 Suite 8C214. One outdated 4' x 12' table must be removed and delivered to the NIH Surplus Warehouse in Rockville, Maryland, while a replacement table must be transported from the General Machine Shop warehouse in Landover, Maryland to the new suite. The remaining five optical tables—consisting of an L-shaped configuration (4' x 12' and 5' x 6'), a 5' x 12' table, a 4' x 5' table, and a 5' x 8' table—must be relocated from the 5D corridor to Suite 8C214, with the L-shaped configuration requiring unbolting and re-bolting in its new location. Each table requires approximately half a day to relocate due to size and weight considerations.
The contractor must be a certified rigging company with appropriate insurance and access to necessary equipment and vehicles to complete the work safely and professionally. The relocation is tentatively scheduled for September 2026, with the period of performance extending from contract award to one year following award to accommodate potential construction delays. All contractor personnel must pass NIH campus security screening and present a government-issued photo ID. The NHLBI laboratory and project management staff will provide oversight and direct final placement of the optical tables. Upon completion, the contractor must remove all tools, materials, and equipment from the site. Invoices must be submitted to the Department of Treasury's Invoice Processing Platform at https://www.ipp.gov. No specific response dates, award dates, pricing terms, set-asides, or federal contract vehicles are referenced in this SOW.

Statement of Work (SOW)
1. Project Title
Clinical Advanced Microscopy and Biophotonics Laboratory Relocation
2. Introduction and Background
The Advanced Microscopy and Biophotonics Laboratory led by Principal Investigator Dr. Jay Knutson uses optical physics and fluorescence to create better instruments for examining the inner workings of cells and the macromolecular complexes within. This work requires a large laboratory space footprint containing several specialty optical tables used for microscopy and laser systems. The lab is currently located on the NIH Campus in Building 10 Rooms 5D10, 5D14, 5D16, and 5D19 and will need to relocate so that this space can be turned over to the NIH Office of Research Facilities (ORF) for a future renovation. A renovation of Building 10 Suite 8C214 is currently underway in order to create a new space for the lab. Services will be needed from a certified rigging company that has access to General Machine Shop warehouse in order to relocate these sensitive and large-scale optical tables from their current location in the Building 10 5D corridor to Suite 8C214.
3. Statement of Need and Objectives
Dr. Jay Knutson’s lab currently contains six optical tables used for their research. One existing 4’ wide x 12’ long optical table is outdated and will need to be removed from the lab and delivered to NIH surplus.
A replacement optical table has already been ordered and delivered to the General Machine Shop warehouse in 2025. That optical table will need to be moved out of the General Machine Shop warehouse and placed in the new Building 10 8C214 suite. Additionally, an existing L-shaped optical table configuration in Room 5D19 which includes a 4’ wide x 12’ long table and a 5’ wide x 6’ long table will need to be unbolted from each other, set in place in 8C214, and re-bolted to each other in the same configuration. Three additional optical tables, which include 1) a 5’ wide x 12’ long table, 2) a 4’ wide x 5’ long table, and 3) a 5’ wide x 8’ long table will also need to be relocated from the Building 10 5D corridor to Suite 8C214. All work is to be completed in a safe and workmanlike manner by a qualified and insured rigging company. Each table will take approximately half a day to relocate due to the size and weight.
4. Product Specifications/Features/Salient Characteristics
The following elements are required as a part of the relocation of Dr. Knutson’s optical tables:
1) Relocation of 4’x12’ optical table from Bldg. 10 to NIH surplus warehouse
2) Delivery and placement of a 4’x12’ optical table from General Machine Shop warehouse to Bldg.
10 Suite 8C214
3) Relocation and placement of a 4’x12’ and 5’x6’ L-shaped optical table configuration. The configuration is to be unbolted in the 5D corridor and re-bolted once placed in Suite 8C214.
4) Relocation and placement of a 5’x12’ optical table
5) Relocation and placement of a 4’x5’ optical table
6) Relocation and placement of a 5’x8’ optical table
5. General Contractor Responsibilities
The general contractor is to provide the personnel, materials, equipment, and vehicles needed to safely and successfully perform the optical table relocations outlined above.
6. Delivery or Performance Location
Laboratory Location
Building 10
10 Center Drive
Bethesda, Maryland 20892
General Machine Shop Location
6000 Columbia Park Road
Landover, MD 20785
NIH Surplus Warehouse Location
800 E. Gude Drive
Rockville, MD 20850
7. Delivery Date
The relocation is tentatively expected to occur in September 2026 but may occur later if construction is delayed. Period of performance is expected to be from the time of contract award to one year following contract award to account for any delays to the construction or relocation.
8. Inspection and Acceptance
The move will be accepted following the successful relocation and placement of all optical tables belonging to Dr. Jay Knutson’s lab. All tools, materials, and equipment used for the optical table relocation must be removed from the site upon completion.
9. Point of Contact
To be provided upon award.
10. Security
All rigging vendor staff must pass through security screening prior to entry to the NIH campus. A government-issued photo ID is required for visitor access to campus.
11. Government Furnished Property (GFP) and Government Furnished Information (GFI)
The NHLBI laboratory staff and NHLBI project management staff will provide oversight and direct the rigging company on final placement location of optical tables in Bldg. 10 Suite 8C214.
