About this file

This is a Notice of Intent to Sole Source (Presolicitation Notice) for a non-competitive purchase order issued by the National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions.

The NHLBI intends to award a purchase order on a sole source basis to Precisionary Instruments, LLC for one Compresstome Vibrating Microtome system VF-800-0Z, including a Compresstome Starter Kit VF-800 and Gooseneck Lamp. The system will support lung transplant and tissue biology research, specifically projects aimed at unraveling fibrosis mechanisms and conducting cellular profiling across fibrosing lung diseases. The sole source justification centers on the device's patented Auto Zero-Z™ technology, which eliminates Z-axis deflection to produce smooth, structurally intact Precision-Cut Lung Slices from delicate human fibrotic explants. Standard microtomes lack this precision and cause severe tissue damage on irreplaceable clinical biospecimens. Additionally, the Compresstome enables up to 10 days of viable pharmacologic testing essential for drug screening. Precisionary Instruments LLC is identified as the sole manufacturer and direct U.S. distributor of the Compresstome line. The acquisition is conducted under FAR Subpart 12.102(a) for commercial products and services.

Interested parties must submit responses by September 09, 2026, at 12:00 PM Eastern Daylight Time, referencing synopsis number 75N98026Q01029. Responses should be submitted electronically to noelle.decenzo@nih.gov and must include unit price, list price, shipping and handling costs, delivery period, prompt payment discount terms, F.O.B. point, UEI, TIN, and business size certification. All offerors must maintain active registration in the System for Award Management (SAM). The Government reserves discretion to proceed on a non-competitive basis or conduct a competitive procurement based on responses received. The NAICS code is 334516 with a small business size standard of 1,000 employees.

Notice of Intent to Sole Source

Solicitation Number: 75N98026Q01029 Solicitation Type: Sole Source (Non-Competitive) Title: Compresstome Vibrating Microtome system VF-800-0Z NAICS / Size Standard: 334516/ 1,000 employees

Introduction

THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO

AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL AND OPEN

COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Precisionary Instruments, LLC to provide Compresstome Vibrating Microtome system VF-800-0Z to the Division of Intramural Research in accordance with the following information.

Background Information

The NHLBI will utilize the Compresstome Vibrating Microtome System for projects aimed at unraveling fibrosis mechanisms, advancing therapeutic development, and conducting cellular profiling across a wide range of fibrosing lung diseases. The system will improve efficiency, reduce variability, and allow integration of multiplexed data critical for understanding complex biological systems.

Purpose and Objectives

The purpose of this acquisition is to acquire a Compresstome Vibrating Microtome system VF-800-0Z to Support Lung Transplant and Tissue Biology Research.

Contractor Requirements

The Contractor shall provide one (1) Compresstome® Vibrating Microtome: Compresstome Models:Compresstome® VF-800-0Z Vibrating Microtome (Tissue Slicer) and shall include:

• Compresstome® Vibrating Microtome:Compresstome Consumables: Compresstome® Starter Kit

VF-800

• Compresstome® Vibrating Microtome:Compresstome Parts: Gooseneck Lamp

Sole Source Justification

The National Heart, Lung, and Blood Institute (NHLBI) requires the acquisition of one Compresstome Vibrating Microtome (Model VF-800-0Z) from Precisionary Instruments, LLC to support critical translational research on human lung transplant biospecimens at the NIH Clinical Center. This specific instrument is required because it features patented Auto Zero-Z™ technology, which eliminates Z-axis deflection to generate smooth, structurally intact Precision-Cut Lung Slices (PCLS) from delicate, highly variable human fibrotic explants. Standard microtomes or alternative slicing equipment lack this precision and cause severe tissue damage, making them unviable for human fibrotic tissue where samples are exceptionally rare and irreplaceable. Furthermore, the Compresstome enables up to 10 days of viable pharmacologic testing, essential for downstream molecular assessments and drug screening. Precisionary Instruments LLC is the sole manufacturer and direct U.S. distributor of the Compresstome line. Procuring any other device would compromise research continuity, waste precious clinical biospecimens, and delay the NHLBI's mission to identify early intervention time-points for pulmonary fibrosis.

Regulatory Authority

This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart

12.102 (a), restricting competition. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.
