About this file
This document is a Sources Sought Notice from the National Library of Medicine (NLM), part of the National Institutes of Health (NIH), for the procurement of a 600 MHz Bruker Cryogenic Probe, Cryogenic Platform, and Associated Helium Compressor. The NLM intends to negotiate a sole-source contract with Bruker BioSpin Corporation for this requirement, pursuant to FAR 13.106-1(b)(1) - Only One Responsible Source.
The NLM requires an upgrade from a room temperature probe to a cryogenic probe system capable of providing at least a 5-fold increase in signal-to-noise ratio, allowing for the study of proteins with solubility challenges. The cryogenic probe and platform system must be 100% compatible with the existing Bruker console equipment and magnet system, and provide specific capabilities such as 1H, 19F, 13C, and 15N NMR, automated tuning and matching, temperature control, and integration with Bruker software. Responses to this sources sought notice are due by August 26, 2024, and the government will determine, at its sole discretion, whether to conduct a competitive procurement based on the information received.

Description
THIS IS A NOTICE OF INTENT AND NOT AREQUEST FOR QUOTATIONS
The Computational Biology Branch, Structural Bioinformatics Laboratory from the National Library of Medicine NC intends to negotiate on a sole source basis with Bruker BioSpin Corporation, 15 Fortune Drive, Billerica MA 01821; Unique Entity ID WWMWFMKJLH33; Pursuant to FAR 13.106-1(b)(1)- Only One Responsible Source.
This requirement is for:
The National Institutes of Health (NIH), National Library of Medicine (NLM), is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in and the resources to provide 600 MHz Bruker Cryogenic Probe, Cryogenic Platform and Associated Helium Compressor.
REQUIREMENTS
The Structural Bioinformatics Laboratory from NLM requires the purchase of an upgrade from a Bruker room temperature probe to a cryogenic probe system capable of acquiring data at least a 5-fold higher signal to noise than the existing room temperature probe, thereby allowing for the study of proteins that would not otherwise be possible due to solubility challenges. This upgrade MUST be 100% compatible with the existing, proprietary Bruker console equipment and magnet system. The upgraded 600 MHz cryoprobe and cryoplatform system must have these capabilities and be installed by the contractor without voiding any warranty or current agreements:
1H optimized 5mm triple resonance TCI H&F CryoProbe must be capable of 1H or 19F observation with 13C and/or 15N decoupling (triple or double). Capable of 13C observation with 1H and high sensitivity on 13C Probe must include helium-cooled preamplifiers for 1H & 19F, 13C, 15N and 2H and the following:
• 2H lock
• Z-gradient with 6 G/A*cm
• Automated Tuning & Matching (2G ATM)
• VT range: -40°C to +150°C
• VT gas: Nitrogen
• Automatic probe recognition by Bruker software (PICS)
CU/5 based He CryoPlatform basic system supporting HR NMR He CryoProbes must include:
• Cryo Cooling Unit/5 (CU/5)
• Utilize either a water cooled indoor He-compressor OR and indoor air-cooled He compressor
• Cooling water monitoring kit
• 6 meter indoor He-flexline set with sound insulation
• Transferline support set to absorb vibrations
• Mounting system for He CryoProbe
• He gas bottle adaptor with 10 meter flexible line
All equipment should also have the following capabilities:
• The ability to connect to existing Bruker software and console hardware in the lab.
• The new cryogenic probe must be able to interface with the Bruker Cryopanel probe monitoring software, allowing for automated cooldown and warmup.
• Seamless compatibility with a Bruker air temperature controller.
• Compatibility and remote control of Bruker supplied Helium compressor.
• The new cryogenic probe must fit the Bruker provided shimset and allow for proper sample lift operations and spinning in our superconducting magnet without modification.
• Communicate with a Bruker console, such that automated sample eject and controlled warm-up take place without damaging the probe, in the event of an emergency-triggered cryoplatform warm-up cycle.
