The EPA will use simplified acquisition procedures in accordance with FAR Part 12 and RFO FAR 6.103-1(b). Despite the sole source designation, responsible sources may submit a capability statement, proposal, or quotation by the deadline of September 4, 2026, with an estimated award date of September 10, 2026. All vendors must register with the System for Award Management (SAM) and FedConnect, with no registration fees required for either system.

Pre-Solicitation
Notice of Intent to Sole Source
Contracting Activity: U.S. Environmental Protection Agency (EPA), Office of the Chief Procurement
Officer (OCPO), Water, Tribal, and Science Division (WTSD)
Description of Services:
The EPA requires services for maintaining and operating their Marine Water Pumping and Holding
System located at the Hatfield Marine Science Center (HMSC), 2030 SE Marine Science Drive, Newport, Oregon 97365.
The EPA and Oregon State University entered into an agreement in 1988 which provided land at the
Marine Science Center for the Agency to construct a coastal research facility. In return for this land acquisition, EPA agreed to build a library for the Center and construct the seawater system. Although owned by the EPA, the seawater system is an integral part of the Hatfield Marine Science Center which is part of the Oregon State University system and such is under control of the University, thus making the
Oregon State University the only reasonable source available. This acquisition is anticipated to be a firm-fixed price purchase order for base + 4, 12-month option years.
The North American Industry Classification System (NAICS) code is 811210 – Electronic and Precision
Equipment Repair and Maintenance. The product and service code (PSC) is J043 –
Maintenance/Repair/Rebuild of Equipment-Pumps and Compressors.
Acquisition Procedures:
The EPA intends to award a sole source purchase order to Oregon State University in accordance with
RFO FAR 6.103-1(b) and simplified acquisition procedures in accordance with FAR part 12. This sole source justification is based on an existing agreement between the HMSC and the EPA for the operation of an agency-owned seawater system that is located on the HMSC Campus, owned by Oregon State
University. The sole source justification will be made publicly available in accordance with RFO FAR
6.301.
Oregon State University is the only known source able to satisfy this requirement. Notwithstanding, in accordance with RFO FAR 5.101(c)(4)(vi), responsible sources may elect to submit a capability statement, proposal, or quotation. A determination not to compete the proposed firm-fixed-price contract based upon the responses received to this notice is solely within the discretion of the Government.
Responses to this notice must be submitted to the contracting officer, Paige Long, at long.paige@epa.gov no later than September 4, 2026. Telephone responses will not be honored. Estimated award date is
September 10, 2026.

In addition, all vendors must be registered in the System for Award Management (SAM), as this facilitates registration for FedConnect. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM.
