About this file
This document is a Notice from the State of Illinois Chief Procurement Office for General Services. It notifies bidders and offerors that the State of Illinois will only accept electronic submissions for competitive solicitations, such as Invitations for Bid (IFB) and Requests for Proposal (RFP), through the BidBuy system. Manual or paper submissions will not be accepted. Respondents are required to submit their bids or proposals through the BidBuy system by the stated due date and time. Any required attachments must also be submitted through BidBuy. For RFPs, pricing information may be submitted either on the items tab or in pricing attachments, as specified in the RFP instructions.
The document outlines that submissions received outside of the BidBuy system will not be considered, and that the electronic submission requirements supersede any conflicting instructions in the IFB or RFP. It also notes that for RFPs, the pricing information may not be viewable until after the technical evaluation has been completed.
