About this file

This document is a notice from the State of Illinois Chief Procurement Office for General Services regarding the acceptance of only electronic submissions for competitive solicitations through the state's BidBuy procurement platform. The notice informs bidders and offerors that manual submissions in paper format or on electronic media will not be accepted or considered. It clarifies that the requirement to submit electronic responses supersedes any conflicting instructions in the Invitation for Bid (IFB) or Request for Proposal (RFP) documents. Submissions will only be accepted through BidBuy and must be received by the stated bid opening date and time. For Requests for Proposals, vendor pricing may be submitted either on the items tab or in pricing attachments, as specified in the RFP.

The document emphasizes that any information sent to the state outside of the BidBuy platform will not be accepted. It also notes that for RFP responses, the pricing information may be viewable only after the evaluation of the technical proposals, and vendors must check a box to allow their pricing to be viewed during bid opening to avoid disqualification.
