About this file

This document is a Notice of Electronic Submission Only issued by the State of Illinois Chief Procurement Office for General Services. It informs bidders and offerors that the state will only accept electronic submissions for competitive solicitations, including Invitations for Bid (IFB) and Requests for Proposal (RFP), through the BidBuy platform. Any submissions sent outside of BidBuy will not be accepted or considered. The notice overrides any conflicting instructions in the solicitation documents regarding paper format submissions. Bidders and offerors are required to submit all responses and required attachments exclusively through BidBuy, and must do so by the time and date indicated in the solicitation's Bid Opening section. For RFPs, pricing information may be submitted either on the items tab or in pricing attachments, depending on the instructions provided.

The document also specifies that for RFPs, the pricing information will be locked upon submission and may only be viewed after the technical proposal evaluation. Vendors responding to RFPs must check a box indicating their understanding that failing to do so may result in their pricing being viewable when bids are opened, potentially leading to disqualification.
