About this file

This is a Notice of Proposed Sole Source Purchase from Mississippi State University (MSU) for the procurement of a Redwire Stalker Block 40 UAV (unmanned aerial system) in fixed configuration. The acquisition is being undertaken in response to a Department of Homeland Security (DHS) requirement and project award. MSU has been selected by DHS to perform modifications and integration work on this UAS platform to incorporate custom payloads as specified by the government sponsor. The procurement involves a single unit of the specified aircraft system, which represents a systems-of-systems approach designed to support DHS and the broader Homeland Security Enterprise with multi-mission operational capabilities.

The estimated cost of the procurement is $2,086,120.00. MSU justifies the sole source designation on the basis that DHS has already completed its own selection process for this specific platform and has mandated its use for the project. Redwire is identified as the only qualified source due to its exclusive possession of the requisite technical knowledge and integration capabilities necessary to customize the aircraft for the government's specific mission requirements. The vendor selection was driven by DHS sponsorship and prior competitive evaluation conducted at the federal level. MSU is accepting objections to the sole source classification through its Chief Procurement Officer, Jennifer Mayfield, with a requirement that any objector provide detailed documentation demonstrating alternative sources are available. If MSU sustains the sole source determination, the matter may be escalated to the Public Procurement Review Board.
