About this file

This Addendum No. 1, issued by the Massachusetts Department of Transportation (MassDOT) on June 23, 2026, transmits questions and responses related to the North Adams bridge preservation project for Route 2 over the South Branch of the Hoosic River and Route 8 (Federal Aid Project No. HIP(NGB)-003S(947)). The project proposal (No. 612505-134592) is scheduled to open on Tuesday, June 30, 2026 at 2:00 p.m. The addendum addresses 13 questions submitted by prospective bidders, including Atlantic Bridge & Engineering, Inc., J.H. Maxymillian, Inc., and Northern Construction Service, LLC. Key inquiry topics include requests for existing 1958 and 1992 bridge plans, National Grid coordination and fee responsibility under Item 100.5, Acoustical Engineer qualifications and responsibilities under Item 119.5, noise barrier placement requirements, noise monitoring locations and protocols, bridge curb removal and resetting procedures under Item 106.5, full-depth concrete deck excavation specifications under Items 127.4 and 127.401, payment methods for deep-depth concrete repair materials, structural steel repair quantities under Item 107.97, and asbestos removal specifications under Item 182.2. Several responses are deferred to future addenda, while others provide immediate clarification; specifically, Response 11 indicates that electrical conduits under Item 100.5 may contain asbestos as a contingency item with a 1,200-foot quantity accounting for two runs of conduits extending the full length of the bridge.

The estimated contract value is $11,279,000, with a proposal guaranty of 5% of the bid value required. Bidders must be pre-qualified by MassDOT in the BRIDGE-CONSTRUCTION category and submit a Request Proposal Form (R109) prior to bidding. Digital ID registration at www.bidx.com is required at least 14 days before bid opening, and proposals must be submitted electronically via www.bidx.com rather than through COMMBUYS. The work is subject to prevailing wage rates as determined by the Massachusetts Department of Labor and Workforce Development and includes price adjustments for hot mix asphalt, Portland cement, diesel fuel, gasoline, and structural and reinforcing steel. The contract is federally funded and subject to Title VI of the Civil Rights Act of 1964, Executive Order 11246 on equal employment opportunity, and Architectural Access Board rules and regulations. Bidders requiring existing plans must sign and submit an Attachment B form to the MassDOT Plans and Records department at MassDOTPlansAndRecords@dot.state.ma.us or contact Alex Deng at Alex.Deng@dot.state.ma.us.

Questions and Responses Addendum No. 1, June 23, 2026

Atlantic Bridge & Engineering, Inc., email dated Thursday, June 18, 2026

Question 1) Could MassDOT please provide an electronic copy of the existing 1958 and 1992 bridge plans?

Response 1) The bidders requesting existing plans for this project need to sign and submit an

Attachment B form (to be requested from the MassDOT Plans and Records department). Requests are to be sent to MassDOT Plans and Records MassDOTPlansAndRecords@dot.state.ma.us and Alex Deng Alex.Deng@dot.state.ma.us The existing plans will then be provided by Plans and Records.

J.H. Maxymillian, Inc., email dated Friday, June 19, 2026

Question 2) Item 100.5 instructs contractors to coordinate with National Grid. Will National

Grids fees (if any) be paid for by MassDOT directly?

Response 2) This response will be provided in a future addendum.

Question 3) Item 119.5 requires an Acoustical Engineer. The qualifications for this

Acoustical Engineer are listed in this special provision. What will be the responsibilities be for the Acoustical Engineer?

Response 3) This response will be provided in a future addendum.

Question 4) The special provision for Item 119.5 suggests that noise barriers be placed, ‘utilizing the standard “Temporary Precast Concrete Median Barrier” for the Project, or other supports designed to withstand 80mph wind loads plus a 30 percent gust factor.’ During the project Temporary Precast Concrete Median Barriers will only be used on one side of the work area. Will noise barriers be required on both sides of the work area?

Response 4) This response will be provided in a future addendum.

Question 5) The special provision for Item 119.5 contains Figure 2 – Area Location. Below this Figure is a List of Properties to Monitor. Please note that Figure 2 incorrectly labels a portion of Marshall Street as State Street, so this can be misleading. Monitoring locations seem to be 50 from the construction equipment. When monitoring 87 Marshall Street, Building 15 seems to be the only Building within 50’ of any work area. Would we just monitor 50’ away from the construction activities at the lot line and at Building 15 when we are within 50’ of Building 15? If we are only monitoring 50’ from the construction equipment, when would we monitor anything at 70 Marshall Street? The entire property at 70 Marshall is more than 50’ from any of the work area. Could you please provide some additional description of when and where noise monitoring is required?

Response 5) This response will be provided in a future addendum.

Question 6) Item 106.5 is for removing and resetting the bridge curb against the existing sidewalk that is to remain. Due to years of movement and strikes from vehicles and plow trucks, this fitment between the curb and the sidewalk will not be as close as it once was. Following the curb resetting there will be gaps between the reset curb and the existing cement concrete sidewalk to remain. What material(s) should be used to fill this gap and possibly provide a seal along the top of this infill? Would this infill and cap be considered incidental to item 106.5?

Response 6) This response will be provided in a future addendum.

Question 7) The special provision for item 127.401 discusses removal to a minimum of 1” beyond the nearest layer of reinforcement, but no less than 4” deep. This is a full depth deck excavation item. The writing for this special provision does not seem to be correct. Could you please review and clarify?

Response 7) This response will be provided in a future addendum.

Question 8) Under item 127.4 and 127.401 the full depth of the concrete deck is being removed. Are we removing the reinforcing bars as well or is the hope to leave the reinforcing bars in place if possible?

Response 8) This response will be provided in a future addendum.

Question 9) On sheet 39 of 48, the Deep Depth Concrete Repair for Unreinforced Concrete

Repairs requires drilling and grouting of #4 dowels and adding a layer of welded wire mesh. How are will the contractor be paid for the dowels and welded wire mesh?

Response 9) This response will be provided in a future addendum.

Question 10) Item 107.97 Structural Steel Repairs has a quantity of 19,300LBS. We believe this work includes the beam end repairs and installing new channel diaphragms around new bearing assemblies. Our calculations show this quantity to be a little over 14,000LBS. Is there other work we are missing here? If not, could you please review and revise the quantity for this item as needed?

Response 10) This response will be provided in a future addendum.

Question 11) Item 182.2 Removal of Asbestos has a quantity of 1,200FT. With a 600FT long bridge, this leads us to believe there are two runs of something along the full length of the bridge. After an initial site visit there is nothing that jumped out at us as possible asbestos containing materials. Could you please let us know what materials you suspect to be asbestos containing so we can price accordingly?

Response 11) Refer to ASBESTOS CONCERNS - ASBESTOS LIABILITY INSURANCE on page A00801 - 3. Electrical conduits associated with work to be done under Item

100.5 may contain asbestos. The conduits have not been tested for asbestos;

therefore, Item 182.2 is included as a contingency item and is to be used only if asbestos-containing material is determined to be present. The 1,200-foot quantity accounts for two runs of conduits extending the full length of the bridge.

Northern Construction Service, LLC, email dated Friday, June 19, 2026

Question 12) Reference is made to item 182.2 REMOVAL OF ASBESTOS. Please identify the items where asbestos is located on this project. Has there been any investigation that has determined the presence of asbestos on this project?

Response 12) See Response 11.

Northern Construction Service, LLC, email dated Friday, June 19, 2026

Question 13) Please provide the original 1958 drawings for this project or provide a detail for the required bearing replacements for item 960.001

Response 13) See Response 1.

Details for both the existing and proposed bearings for Item 960.001 Replace

Steel Bearings are provided on Bridge Plan Sheet 20 of 30 (Combined Plan Sheet 39 of 49).

Item 960.001 accounts for the replacement of 29 steel bearings, as specified on

Bridge Plan Sheets 3-4 of 30 (Combined Plan Sheets 22-23 of 49), consisting of ten (10) Type C bearings at Pier 2 in Span 2, nine (9) Type G bearings at Pier 5 in Span 6, and ten (10) Type G bearings at Pier 6 in Span 6.
