About this file
This is a specifications document from the Michigan Department of Natural Resources Parks and Recreation Division for the printing of Non-Resident Daily Recreation Passports. The project requires the production of 145,950 passports numbered sequentially from NRP 3286951 through NRP 3432900. The passports must be printed on 7-point index stock in a 2.5" x 3.75" format with specific color requirements including 100% black and green ink (PMS 347) on the front and black lettering with green underlay on the back. Each permit requires horizontal perforation 1/2" from the bottom with a pressure-sensitive adhesive strip for windshield application. The passports must be assembled in books of 50, stapled on the perforated end, and packaged in boxes of 1,000 units per carton in numerical sequence. Delivery is required within twenty working days after receipt of approved proof, with the project dated January 2025. Vendors must submit camera-ready proofs and color samples for approval before production and are subject to State inspection of their production facilities at the contractor's expense if required for contract award determination.
The vendor bears full accountability for security, quality control, and strict accounting of all printing, numbering, overruns, duplicates, and spoilage, subject to State audit. Vendors must indicate their method of destruction and plant security measures in their response, which requires State approval. All damaged or defective permits must be replaced at the contractor's expense. Camera-ready art and copy will be provided by the Parks and Recreation Division and must be returned upon completion. Distribution of the passports will follow a supplied distribution listing with sequence numbers recorded by park name and reported to Tina Hengesbach at the Parks and Recreation Division. The shipping agent is required to obtain signatures upon delivery, and the Division must be notified prior to shipping to coordinate staff availability to receive the cartons.
