About this file
This is a Notice of Intent to Make a Noncompetitive Purchase issued by the State of North Dakota Department of Water Resources, specifically the North Dakota Atmospheric Resource Board (NDARB). The document outlines a procurement for cloud seeding services for the 2025-2027 North Dakota Cloud Modification Project (NDCMP), which will operate in two western North Dakota counties during June through August. The project requires two multi-engine cloud seeding aircraft with specific operational capabilities, and the contractor must be licensed to operate in North Dakota and meet permit obligations. The response deadline is 5:00 p.m. CST on April 16, 2025, with vendors invited to submit alternative service proposals in writing.
The intended source for this noncompetitive purchase is Weather Modification, International (WMI) of Fargo, ND, with an estimated contract cost of $615,000 for three years. WMI is currently the only licensed contractor with the State of North Dakota and has provided cloud seeding services to the Atmospheric Resource Board since 1975. No competing bids have been submitted since 1980, despite requests for proposals from known cloud seeding contractors in the United States. Vendors interested in providing an alternative service are required to submit a detailed written response to the Procurement Officer, Mark Schneider, including a description of the proposed commodity or service, pricing, and any applicable shipping and handling costs.
