About this file

This document is a Non-Competitive Memorandum for Simplified Acquisition Actions for the Department of Justice's Bureau of Prisons at FCC Lompoc. The agency urgently requires two heat exchanging units to replace inoperable equipment that has caused significant hot water temperature issues throughout the facility. The failed heat exchangers pose a life-safety risk to inmates and staff, potentially leading to an institution disturbance, and cannot maintain mandatory temperatures as outlined in facilities manual 4200.12.

The procurement is being pursued under non-competitive terms with a statutory authority permitting other than full and open competition. The estimated cost for the replacement heat exchange parts is $89,000.00, and the contract number is 15BBNF26P00000004. The memorandum emphasizes the critical nature of the replacement, noting that facility staff have already invested multiple hours in unsuccessful repair attempts due to the units' age and condition, and that further delay could be problematic as the region is expected to experience temperature drops during the winter months.
