About this file
This is a Non-Competitive Memorandum for Simplified Acquisition Actions documenting an emergency single-source contract award for critical facility repairs.
The Federal Bureau of Prisons at FCI Aliceville, Alabama issued this justification for non-competitive procurement due to urgency in addressing a critical infrastructure failure. The facility is experiencing a failure of one York 500-ton centrifugal chiller, resulting in indoor temperatures rising beyond standard parameters and creating immediate life-safety and welfare concerns for over 1,000 inmates and staff, including individuals with medical needs. With outdoor temperatures exceeding 90 degrees and only one chiller operational, the facility cannot maintain required temperature control, threatening security and health. The required services include replacement of a failed pressure relief valve (PRV) actuator on the chiller, PRV calibration and verification, annual preventative maintenance, replacement of oil filters with OEM parts, provision of York K oil and VSD coolant, flushing and cleaning of the VSD heat exchanger with replacement if necessary, condenser head removal and tube cleaning, and final inspection and performance verification upon completion.
The contract was awarded to Johnson Controls Building Solutions (UEI# WE3GES317KN9), a qualified GSA vendor approved for chiller repairs, under GSA Schedule GS-07F-190CA. The statutory authority for non-competitive procurement is 41 U.S.C. 1901. The contract award amount is $43,000.00, with PIID 15B31026F00000095. Contracting Officer Steven Dennison from the Federal Bureau of Prisons Procurement Operations Branch certified the justification on October 16, 2026.
