About this file

This is a Non-Competitive Memorandum for Simplified Acquisition Actions documenting a sole-source procurement justification by the Department of Justice, Bureau of Prisons at FCI Miami, Florida.

The agency requires urgent replacement of one 40-ton Trane CGAM air-cooled scroll chiller and four OEM replacement air-handler unit (AHU) coils, including delivery and full system commissioning. The total estimated procurement value is $122,555. The justification for non-competitive procurement cites urgent and life-safety factors, as the replacement of HVAC equipment is necessary to maintain livable conditions in housing units during hot weather. The existing HVAC infrastructure at FCI Miami is based entirely on Trane proprietary equipment, and the replacement chiller and coils must be fully compatible with the installed air-handler units, controls, and refrigerant characteristics. The memorandum asserts that only Trane manufactures components engineered to match the existing equipment and proprietary control architecture, making Trane the sole responsible source capable of meeting minimum technical requirements. The statutory authority cited is 41 U.S.C. 253 and 41 U.S.C. 1901(e). Trane is identified as an active GSA vendor (UEI# QJFJBF8ZBUM8) with limited delivery lead times. The Delivery Order (BOR) 15B30926F00000125 was awarded on September 14, 2026, for $122,555.00, corresponding to Request (BPQ) Number 15B30926PR000422. The contracting officer, Steven Dennison, digitally signed the certification on September 14, 2026.

NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY CITED:

This situation has become urgent and will be detrimental to the government if these AC units are not replaced. Life safety is a factor as we try to maintain livable conditions within the housing units during hot weather conditions. Trane is an active GSA Vendor active in SAM UEI# QJFJBF8ZBUM8 and can provide these units with limited down time on delivery of supply. The existing HVAC infrastructure at FCI Miami is entirely based on Trane proprietary equipment, including air-handler units and controls. The replacement 40-ton CGAM chiller must be fully compatible with these units to ensure correct refrigerant characteristics, control sequencing, and system performance. The four new air-handler coils must be Trane-matched components to fit existing AHU housings, maintain proper refrigerant design, and ensure seamless integration with the proprietary control architecture. Only Trane manufactures coils and chiller units engineered to match the installed air-handler equipment, making Trane the only responsible source capable of meeting the agency’s minimum technical requirements.
