About this file

This Non-Competitive Memorandum for Simplified Acquisition Actions details an urgent procurement by the DOJ/Bureau of Prisons at FDC SeaTac for critical chiller plant repairs. The facility's chiller plant 1 has failed, creating a significant life-safety risk, and requires immediate major repairs to restore operational status. A temporary rental chiller has been installed to maintain mandatory temperatures for staff and inmate safety during the summer months.

Trane U.S. Inc has been identified as the sole contractor for this $130,835.34 requirement, based on their status as the original chiller manufacturer and their extensive repair/service history. The non-competitive justification is based on the urgent need to prevent catastrophic institutional disruption and the potential for prolonged high costs if repairs are delayed. The contract number is 15BFA025F00000055, and the procurement is being executed under statutory authorities 41 U.S.C. 253 and 41 U.S.C. 1901(e), which permit acquisition outside of full and open competition.
