About this file
This document is a Non-Competitive Memorandum for Simplified Acquisition Actions for the Department of Justice Bureau of Prisons, Field Detention Center (FDC) Honolulu. The memorandum justifies a sole-source procurement for emergency repair parts for the CT-2-Hon cooling tower, which is critical for maintaining safe climate temperatures in the facility. With only one of two cooling towers currently operational, the agency requires $46,268.00 worth of parts from Trane U.S. INC, the original manufacturer, to prevent potential overheating and system failure that could compromise the safety of staff and inmates.
The document cites statutory authorities under 41 U.S.C. 253 and 41 U.S.C. 1901(e) to permit other than full and open competition. The urgency is emphasized by the geographical location of FDC Honolulu, where cooling system disruptions pose significant life-safety health risks. The contracting officer, Manjit Dola, has certified the justification as accurate and complete, with the document digitally signed on April 3, 2025, indicating an imminent procurement action for the required cooling tower parts.

At present, FDC Honolulu has only one of its two cooling towers operational, which controls the climate temperatures throughout the institution, with one cooling tower being down it is posing a significant life-safety health concern for staff and inmates due to the geographical location of FDC Honolulu. Further delay of parts would potentially overheat damage and cause failure to the single working cooling tower. Trane U.S. INC is the manufacture of the cooling tower and can supply the required parts in a timely manner for the repair to have the cooling tower operational.
