About this file

This is a Non-Binding Letter of Intent (LOI) between the City of Kissimmee, Florida and Kissimmee Place Development Group, Inc. (KPDG) for a Public-Private Partnership (P3) to develop two city-owned properties: an 8.5-acre site at Kissimmee Gateway Airport and a 1.43-acre site at Toho Square. The proposed development includes a 122-room Hyatt Studios hotel on approximately 2 acres of the airport site, a 90,300 square foot flight training campus on 6.5 acres, and potential future development on the Toho Square site including options for a public plaza with a dog park, a 30,000 square foot public conference center, or a 140-room Hyatt Place hotel expansion. The initial lease term is 49 years with three potential 10-year extensions, and the project aims to develop workforce training facilities, education spaces, hotels, commercial spaces, and public amenities.

KPDG will be responsible for 100% capitalization of the projects and will manage the development, construction, financing, operations, and maintenance. The lease will be a NET-NET-NET structure, requiring KPDG to cover all property-related expenses including taxes, insurance, maintenance, rent, and utilities. Lease payments will commence upon receiving the first certificate of occupancy or within 36 months of the lease's effective date. The City may explore grant funding, tax abatements, and other financial incentives to support the project. A $500 monthly consideration will be paid by KPDG during the exclusionary negotiation period, with the option to incorporate this into the lease payment schedule if a formal agreement is reached. The project is subject to public comment, city commission review, and must comply with comprehensive plan and zoning regulations.
