The solicitation (Number 303-23-017) sought bids for comprehensive asbestos removal, including 48 linear feet of friable pipe insulation, 4,118 square feet of 9"x9" floor tile and mastic, 684 square feet of thermal transite board, 944 linear feet of baseboard glue, and one chalkboard containing asbestos. The bid response deadline was March 31, 2025, with five companies submitting proposals: ACCT Inc., Building Systems of ND LLC, Environmental Plant Services, Horsley Specialties, Inc., and Total Control Inc. The contract period is from May 1, 2025, to September 30, 2025, with NDDEQ announcing its intent to award the contract to Horsley Specialties, Inc.
The procurement requires bidders to be licensed Asbestos Abatement Contractors with workers certified by NDDEQ's Asbestos Control Program and no Notice of Violation within the past year. Mandatory requirements include an onsite visit, submission of all abatement reports by September 30, 2025, and completion of final air clearance testing through a third-party contractor. The contract will be awarded to the most responsible bidder with the lowest price, using firm-fixed pricing evaluated based on unit prices for specified removal and disposal line items. The state reserves the right to extend the contract for up to 12 additional months. Contractors must comply with comprehensive state and federal asbestos removal regulations, including NDDEQ's Guideline 12 for asbestos disposal, and submit all necessary documentation such as asbestos notification forms, daily work logs, and waste manifests.
