About this file

This is a Justification for Other than Full and Open Competition (Sole Source Justification) submitted by the National Institutes of Health (NIH) Clinical Center's Department of Laboratory Medicine for a proposed acquisition of HemoHub software from Werfen USA LLC. The NIH seeks to procure HemoHub, a proprietary middleware and data management system designed exclusively for hemostasis laboratories and ACL TOP coagulation analyzers manufactured by Werfen. The acquisition is justified under 41 U.S.C. 253(c)(1) and FAR 6.302-1, citing the unique qualifications of the contractor and unacceptable delays that would result from full and open competition. The estimated contract value and specific performance period are not explicitly stated in the document, though it indicates a one-year contract term on a firm-fixed-price basis. The justification emphasizes that HemoHub provides specialized capabilities unavailable through alternative products, including hemostasis-specific middleware, advanced quality control management with peer-group comparison, configurable patient result management, clinical decision support tools, comprehensive analyzer performance monitoring, regulatory compliance support, and workflow automation designed specifically for the NIH's two existing ACL TOP 750 analyzers.

The sole source procurement is justified based on HemoHub's exclusive proprietary design by Werfen, direct integration capabilities with ACL TOP analyzers that capture detailed analytical data unavailable through standard laboratory information systems, and the unacceptable delays and extensive validation requirements that would accompany switching to alternative vendors or reagents. The justification notes that while other vendors may provide similar products, variation in reagents would necessitate extensive validation and verification studies per regulatory and accreditation requirements. The project officer is Khanh Nghiem (knghiem@nih.gov, 240-506-6038), and the contracting activity is the NIH Clinical Center, Critical Care Medicine Department. No FedBizOpps notice will be publicized, and market research will be conducted per FAR Part 10 for potential future acquisitions, though no competing sources are identified as currently viable for this specialized hemostasis management solution.
