About this file
This is a Justification and Impact Statement supporting a sole-source contract extension for hospital art inventory and management services with Fitzgerald Fine Arts. The National Institutes of Health (NIH) Clinical Center is seeking to extend the current contract (75N90024C00023) with Fitzgerald Fine Arts for the period of June 1, 2026 through November 30, 2026 to continue professional curator services managing the Clinical Center's Fine Arts Program. The procurement is justified as necessary for patient healthcare and human safety, as art serves as an evidence-based therapeutic intervention designed to improve patient well-being, reduce stress, and aid recovery while transforming the sterile hospital environment into a welcoming, calming, and healing space. The art curation services must address the needs of diverse populations including pediatric patients, end-of-life patients, behavioral health program participants, families and caregivers, researchers, and hospital staff.
The acquisition is being conducted using FAR Part 13 Simplified Acquisition Procedures as a sole-source award below the simplified acquisition threshold, exempting it from FAR Part 6 competition requirements. The contract is firm fixed price with a place of performance at the NIH Clinical Center in Bethesda, Maryland. The Product Service Code is R401 (Support - Professional: Personal Care, Non-medical) and the NAICS Code is 712110 (Museums). Program discontinuation would adversely impact patient wellness, satisfaction, and the Clinical Center's overall patient care environment. Comments regarding this Notice of Intent may be submitted to Contract Specialist Huda Malik at huda.malik@nih.gov by June 1, 2026 at 1:00 p.m. EST.

Justification and Impact Statement: Hospital Art Inventory and management contract Procurement of hospital art inventory and management services is necessary for overall patient healthcare and human safety. The Clinical Center is one of the pioneers of treating hospital art as a therapeutic intervention or evidence-based practice designed to improve patient well-being, reduce stress, and aid in recovery. Integrating art significantly helps in transforming a sterile hospital environment into welcoming, calming, inspirational, and healing environment. Some art installations can also be used as a tool to help people navigate within the hospital environment. Procuring services of an art curator with expertise in healthcare environment is fundamental in ensuring that the art chosen focuses on creating a suitable environment for:
1. our patients who include children, people at the end of life, and people in behavioral health programs
1. patients’ families/caregivers
1. researchers
1. hospital staff This procurement supports the Clinical Center’s mission of providing innovative therapy and high-quality patient care, treating rare and severe diseases, and producing outstanding clinician-scientists whose collective work has set a standard of excellence in biomedical research. Program suspension/discontinuation would adversely impact patient wellness and satisfaction. It would also significantly lower the Clinical Center’s overall patient care environment.
