About this file

The document is a Notice of Intent to Award (NOIA) from the Georgia Department of Corrections (GDC) for a contract to purchase female sanitary supplies, including pads and tampons. The contract is estimated to be worth $142,413.74 and will be awarded to the apparent successful offeror, Global Supply USA, as an open contract. The NOIA also provides justification for the non-selection of other bidders. The contract is for a one-year term with up to four one-year renewal options. Shipments are to be made within 6-8 weeks of receipt of the purchase order, delivered F.O.B. to the GDC/Care & Custody Warehouse #2 in Milledgeville, Georgia.

The justification document indicates that the other bidders were not selected due to various reasons, such as failure to provide required product documentation or not being the lowest bid. The contract opportunity is limited to the state of Georgia, with the specific jurisdiction being Baldwin County.

RE: GDC0001100 Female Sanitary Supplies - Notice of Intent to Award Justifications

FemWakati LLC: Bidder did not submit any documentation indicating the products being offered in their bid response which made it impossible for GDC to determine whether the proposed items met the agency specifications. For this reason, FemWakati LLC’s bid response was determined to be non-responsive and ineligible for award.

Global Supply USA: Because Global Supply USA indicated in their bid response documents that they are offering the exact product referenced in the Detailed Specification Sheet for the tampons, GDC is able to determine that the product does meet the requirements. Bidder also offered an alternative to the sanitary pad product referenced in the Detailed Specification Sheet but did provide all required specifications for the alternate product being offered. Upon evaluation, GDC was able to determine that the alternate product met all specification requirements. As the responsive and responsible bidder offering the lowest price for the sanitary pad line item, they will be awarded the sanitary pad line item as well.
