About this file

This is a Notice of Intent to Make a Limited Competitive Purchase issued by the State of North Dakota Department of Water Resources. The Department seeks specialized maintenance services for 12 of 13 motors used by the Devils Lake Outlets for pumping operations. The maintenance will consist of either reconditioning or rewinding depending on motor condition, with neither service modifying the motors' original capacity or function. Two motor types are involved: 1,250 HP vertical GE Motors (approximately 8 feet tall, 3.5-foot diameter, weighing 11,000 pounds) and 2,000 HP vertical US Motors (approximately 9.5 feet tall, 4-foot diameter, weighing 13,800 pounds). Rather than servicing all motors in a single year, the Department plans a rotating 6-year maintenance schedule based on condition and operational priorities, with all work completed during winter months when outlets are shut down. Vendors must be located within North Dakota to accommodate the tight maintenance window and spring road restrictions. The response deadline is November 6, 2025, at 5:00 PM CT, with electronic submission required through the State Procurement Office Online system.

The intended source is Great Plains Technical Services located in Mandan, North Dakota, with an hourly shop rate of $110–$155 per hour. Total costs per motor range from $35,000–$52,000 for reconditioning or $65,000–$92,000 for rewinding, depending on motor size, with all transportation expenses, labor, materials, and on-site testing included. The justification for limited competition is based on the authorized service agents' inability to meet the Department's requirements: one cannot perform on-site inspections and requires motor shipment, while the other lacks capacity for motors of this size and recommended Great Plains. The Department selected Great Plains based on their expertise with large specialized motors, on-site evaluation capabilities, local availability for rapid response, reduced transportation risks, and ability to ensure timely repairs while avoiding hazardous winter shipping conditions that plagued previous out-of-state servicing arrangements.

STATE OF NORTH DAKOTA

DEPARTMENT OF WATER RESOURCES

1200 MEMORIAL HIGHWAY

BISMARCK, ND 58504

NOTICE OF INTENT TO MAKE A

LIMITED COMPETITIVE PURCHASE

October 30, 2025

The State of North Dakota intends to make a purchase for which we believe there is limited competition. The purpose of this notice is to determine if other sources are available and whether the procurement method is appropriate.

Vendors are permitted to submit bids or proposals for equivalent commodities or services in response to this notice. A party interested in providing these commodities or services is instructed to submit a written response to the Procurement Officer by the response deadline.

PURCHASING AGENCY: Department of Water Resources

PURCHASE DESCRIPTION:

The State intends to conduct a limited competitive purchase.

The DWR requires specialized maintenance on 12 of the 13 motors utilized by the Devils Lake Outlets for pumping operations. The maintenance will include either reconditioning (which includes standardized procedures such as motor dismantling, mechanical parts inspection, balancing, cleaning, bearing replacement, tolerance testing, insulation testing, and vibration testing) or rewinding (which includes reconditioning as well as restoring motor’s electrical function) depending on the existing motor conditions. Neither of these items will modify, improve, or alter motor capacity or function beyond its original condition and specifications.

There are two different types of motors. The motors are either a 1250 HP vertical motor that are “GE Motors” or a 2000 HP vertical motor that are “US Motors”. The GE brand motors are approximately 8-feet tall, have a 3.5-foot diameter, and weigh approximately 11,000 pounds. The US brand motors are approximately 9.5-feet tall, have a 4-foot diameter, and weigh approximately 13,800 pounds.

The DWR does not plan to conduct maintenance on all 12 motors in a single year due to the cost and limited maintenance window (this maintenance must be completed during the winter months when the Devils Lake Outlets are shut down; this window may be as short as 4 months); instead, motors will be scheduled on a rotating, 6-year schedule based on condition and operational priorities.

Road restrictions in the spring must also be considered for timely reinstallation. As such, any prospective vendors must be located within North Dakota.

INTENDED SOURCE:

Great Plains Technical Services on Mandan, ND

PRICE:

Hourly shop rate: $110-$155

Total cost per motor will vary based on motor size from $35,000-$52,000 for reconditioning or $65,000-$92,000 for rewinding depending on size of motor.

Included in total cost is transportation expenses, labor, materials, and on-site testing expected for each motor.

JUSTIFICATION:

The motor manufacturers identified two authorized service agents in the region for the maintenance. One indicated that they cannot perform onsite inspections, instead requiring shipment of motors prior to condition testing and cost estimation. Thus, creating logistical and financial uncertainty. The other indicated that they cannot service these motors due to their size and instead recommended Great Plains Technical Service (Great Plains), which has the expertise with large, specialized motors.

Great Plains provides onsite evaluation, prioritized maintenance planning, and can perform the required servicing for all of the motors in Devils Lake. Being locally based in Mandan, they offer rapid response, reduced transportation risks, and efficient scheduling to ensure timely repairs.

Previous out-of-state servicing required winter shipment, causing delays and increased risk of damage due to hazardous winter transport conditions.

QUESTIONS:

A vendor may contact the Procurement Officer to discuss whether its proposed solution meets the requirements. Submit any questions or requests for clarification to the Procurement Officer as soon as possible and before the response deadline.
