About this file

This document is a Special Notice from the U.S. Department of Energy's National Renewable Energy Laboratory (NREL) regarding the Distributed Wind Competitiveness Improvement Project (CIP). NREL intends to release a Request for Proposal (RFP) under the CIP in early 2025 to support continued innovation in small- to mid-scale distributed wind energy systems. The CIP awards firm fixed-price subcontracts to small businesses to: (1) innovate optimized designs, (2) develop advanced manufacturing processes, (3) conduct testing and certification, and (4) commercialize distributed wind technology. The goals are to make wind cost-competitive, improve interoperability, increase certified turbine designs, and support commercialization and deployment. The RFP will include price participation/cost-share requirements. Offerors must be U.S.-incorporated, demonstrate capabilities, and provide financial information. Work is expected to be performed in the U.S. or its territories.

Special Notice: Distributed Wind Competitiveness Improvement Project November 15, 2024

The U.S. Department of Energy’s National Renewable Energy Laboratory intends to release a request for proposal (RFP) under the Competitiveness Improvement Project (CIP) to support continued innovation in small- to mid-scale distributed wind energy systems in early 2025. The CIP awards firm fixed-price subcontracts with price participation and technical support via a competitive process to: (1) innovate optimized designs for increased energy production, grid support, and lower costs, (2) develop advanced manufacturing processes, (3) conduct turbine and component testing and certification, and (4) commercialize distributed wind technology and develop pathways for accelerated deployment.

The CIP is specifically designed to support small businesses in multiple phases of the product development cycle—from prototype design through a certified and commercialized unit, including supporting innovation of existing products. The goals of the CIP are to make wind energy cost competitive with other distributed energy resources, improve interoperability with other distributed energy resources, increase the number of wind turbine designs certified to national testing standards, and support product commercialization and deployment.

The RFP planned for 2025 will include price participation/cost-share requirements. Offerors must provide evidence of incorporation in the United States, demonstrate strong team skills and capabilities, and provide financial information. Work funded under this effort is expected to take place in the United States and/or U.S. territories unless otherwise justified.
