About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition issued by the Federal Bureau of Investigation (FBI) to procure Echo54 Passive Infrared (PIR) Indoor People Sensors through a one-time, sole source, firm-fixed price purchase order.
The FBI's Redstone Enterprise Services Unit has a requirement to acquire these sensors to replace existing end-of-life motion sensors that are no longer compatible with the current Intrusion Detection System. Echo54 is the sole manufacturer and distributor of the required PIR sensors, which are TAA compliant and will seamlessly integrate with the FBI's specialized security infrastructure. The anticipated dollar value of the proposed acquisition is $XX,XXX. The FBI will post a Notice of Intent to Sole Source on SAM.gov, providing an opportunity for other vendors to demonstrate their capabilities prior to award. The Contracting Officer will determine the proposed cost to be fair and reasonable.

FEDERAL BUREAU OF INVESTIGATION
FINANCE AND FACILITIES DIVISION | PROCUREMENT SECTION
JUSTIFICATION AND APPROVAL (J&A) FOR OTHER THAN
FULL AND OPEN COMPETITION
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION IN ACCORDANCE WITH 41 U.S.C. 3304(a)(1)
Requisition Number: SHOP-PR-24-003597
Date: 9/3/2024
Estimated Contract Dollar Value: $XX,XXX
1. Identification of the agency and contracting activity.
The U.S. Department of Justice (DOJ), Federal Bureau of Investigation (FBI), National Acquisition Programs Unit (NAPU), has prepared this justification for other than full and open competition for Perimeter AI Inc. DBA Echo54, Passive Infrared (PIR) Indoor People Sensors on behalf of the Redstone Enterprise Services Unit (RESU), Finance and Facilities Division (FFD).
2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc.
A one-time, sole source, firm-fixed price purchase order will be awarded to Perimeter AI Inc.
DBA Echo54 (Austin, TX) for the purpose of procuring Echo54, PIR Indoor People Sensors. This will allow the RESU to continue monitoring the FBI’s security posture 24 hours a day. A Notice of Intent (NOI) to Sole Source will be posted on the SAM.gov website for this requirement, which will publicize the FBI’s intent to issue an award to Echo54.
3. A description of the supplies or services required to meet the agency’s needs.
The FBI’s RESU has a requirement to acquire Echo54 PIR Indoor People Sensors to replace existing sensors that have reached end-of-life and catastrophic failure. The motion sensors currently in use at the FBI Redstone Arsenal are no longer compatible with existing models. In the absence of a product compatible with the current Intrusion Detection System (IDS), the FBI campus would need to replace over one thousand motion sensors and components, as well as implement software modifications to adapt to the solutions provided by the previous manufacturer.
The FBI’s IDS currently serves over 10,217 users. With the addition of buildings at the FBI Redstone Arsenal, the need to replace end of life and catastrophic failure components, operations, and maintenance stock is required. The IDS infrastructure is utilized by security components on the FBI campuses to monitor the FBI’s security posture 24 hours a day. The procurement of these sensors will allow the RESU the ability to continue to accomplish its mission.
4. The statutory authority permitting other than full and open competition.
The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1entitled, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
5. Demonstrate the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.
The Echo54 PIR are small form factor device which will match the architectural constraints of new and existing buildings at FBI Redstone Campus. The Echo54 Indoor People Sensor is a TAA compliant device that will integrate with FBI security requirements, along with a sensor fusion based tamper detection for added security. The FBI’s infrastructure components have a specialized architecture design that requires specific hardware. The requested hardware when combined creates a unique configuration that has been extensively tested and approved for use on the enterprise systems located throughout the FBI. If the specific products are not purchased the following issues would occur:
Different hardware solutions would not integrate with current platform being deployed.
Additional product lines would increase time to provide resolution due to lack of knowledge of additional products lines.
Programming and integration would need to be specific for each system installed.
Integration of new components may not be possible resulting in additional costs to the
FBI to research, purchase, and train on new infrastructure devices.
Support would take longer due to differing systems at each site.
Communication between components, switches, and servers may not be compatible with other components requiring additional cost burden, outages, and lack of service.
The specifications and capabilities provided by the Echo54 PIR Indoor People Sensors are in line with the existing motion sensors, and mount in the currently installed octagon mounting brackets without the need for modification. The Echo54 sensors have built-in end of line resistors, a wide detection area, and provide enhanced accuracy with built-in sensors, and additional security with Anti-Mask detection. Additionally, the Echo54 PIR sensors will seamlessly integrate within the existing security platform and offer an open secure and well-structured interface preserving existing workflows and software.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.
A Notice of Intent to sole source shall be posted on SAM.gov for this requirement, which will publicize the FBI’s intent to issue an award to Perimeter AI Inc. DBA Echo54. This announcement will also give an opportunity for other vendors to demonstrate their ability to meet the FBI’s specific needs through a submission of their technical capabilities and cost information for consideration prior to an award being issued.
7. The anticipated dollar value of the proposed acquisition, including options if applicable, and a determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The anticipated dollar amount of the proposed acquisition is $xx,xxx. Prior to issuing an award, the Contracting Officer shall use the appropriate proposal analysis techniques provided in FAR 13.106-3 to determine the proposed cost to the Government will be fair and reasonable.
8. A description of the market research conducted and the results.
After diligent market research the IDS team found that the Echo54 PIR, Indoor People Sensor will seamlessly integrate within the existing security platform without the need for additional training, infrastructure requirements, or personnel impacts. A market survey was conducted and revealed that Echo54 is the sole manufacturer and distributor of the Echo54 Indoor People Sensors; therefore, they are the only company capable of providing the necessary service and support that will meet the specific requirements of the FBI.
9. Any other facts supporting the use of other than full and open competition.
N/A
10. A listing of any sources that expressed a written interest in the acquisition.
Since the procurement was not advertised, no other companies have expressed an interest either orally or in writing.
11. A statement of any actions the agency may take to remove or overcome any barriers to competition, if subsequent acquisitions are anticipated.
The actions of the RESU to identify potential sources possessing the ability to satisfy this and similar requirements are ongoing. Over time, additional sources may become available and identifiable through market surveys, vendor’s websites, magazine articles, product literature published by manufacturers, distributors, and dealers, collaboration with other Federal agencies, or other means. The ability to predict this possibility is difficult. Therefore, the barriers to competition they impose are impossible to avoid.
