About this file
This document is a Notice of Intent (NOI) to award a sole source contract for Local Exchange Carrier (LEC) services for the Naval Submarine Base (NSB) Kings Bay in Georgia. The U.S. Navy's Naval Supply Systems Command (NAVSUP) intends to issue a 9-month, sole source, firm-fixed price contract to the incumbent provider, ABSI Corp, a woman-owned small business. This sole source award is necessary to prevent a lapse in telephonic services, as the time required for potential new providers to implement the transition of 10,000 phone lines and procure necessary equipment exceeds the 60-90 days available. The current contract expires on April 30, 2024. The sole source contract will run from May 1, 2024 to January 31, 2025, allowing time for a competitive procurement on the follow-on contract. The services required include local exchange access, carrier commercial network service, and connectivity to the Public Switched Telephone Network to support voice, data, and image services at the Navy's telephone switching platform. Interested parties have until April 19, 2024 at 3:00 PM EST to submit product information demonstrating their ability to meet the requirements.

Based on replies from industry and market research, the Government has no confidence nor reasonable expectations that potential awardees would have the 60-90 days required to implement a transition of the 10,000 phone lines or procure the necessary equipment without causing a lapse in telephonic services. The current contract completion date for the services is 30 April 2024. Due to time constraints, this sole source award is being utilized to prevent the lapse in telephonic services for NSB Kings Bay, GA. As the current service provider, ABSI is the only responsible source of these services that the time constraints do not apply.
The Government is looking to award a 9-month, sole source firm-fixed price contract to the incumbent, ABSI. Additionally, this contract would allow the potential bidders enough time to port over the 10,000 phone lines and procure any necessary equipment required for the service on the follow on contract.
This sole-source acquisition meets the conditions under Statutory Authority permitting Other Than Full Competition under 41 U.S. C. 1901(e)2, Special Rules for Commercial Items, as implemented by FAR 13.501(a) and is not a request for competitive quotes, however all interested parties who believe they can meet the requirements should contact timothy.m.corwin.civ@us.navy.mil. If no written responses are received by 3:00 p.m. E.S.T, 19 April 2024, the contract will be solicited without further notice.
It is anticipated that any resulting solicitation will be for a sole–source, Firm-Fixed-Price (FFP) contract with a Product Service Code (PSC) DG11 and a NAICS of 517111 with a size standard of 1,500 employees.
