About this file
This is a Notice of Intent to Sole Source a purchase order for a proprietary mass spectrometry system. The National Institutes of Health intends to award a firm-fixed-price purchase order to Thermo Electron North America LLC (UEI: KGXJZFLXJ3H5) for a Proprietary Orbitrap Astral Zoom mass spectrometry system with integrated components and services. The essential acquisition includes the Orbitrap Astral Zoom MS architecture featuring quadrupole isolation, parallel Orbitrap HRAM MS1/MS2 and Astral HRAM MS/MS acquisition, Astral analyzer scan rates up to 270 Hz for high-throughput proteomics workflows, high-field Orbitrap analyzer capabilities with resolving power up to 480,000 FWHM and spectral acquisition rates to 40 Hz, enhanced Astral analyzer performance with resolution up to 80,000 FWHM, support for advanced workflows including narrow-window DIA, DDA, SQUAD, Hybrid DIA, PRM, and TMTpro multiplexing for up to 35 samples, low-input mode functionality, Thermo Scientific EASY-IC ion source with real-time mass calibration, Xcalibur and Ardia Platform integration with on-premises server, and integrated acquisition with an Evosep LC system. The requirement includes OEM installation, instrument qualification, training, warranty and service coverage, access to certified field service engineers, and manufacturer-certified parts.
Only Thermo Fisher Scientific can provide this system due to proprietary architecture and exclusive ownership of the Orbitrap Astral Zoom MS technology, analyzer architecture, acquisition workflows, instrument control software, installation procedures, service tools, replacement parts, and warranty support. Substituting alternative mass spectrometry platforms would require different hardware, software, methods, and extensive workflow redevelopment and staff retraining. The Government reserves discretion to compete this award if another qualified source is identified. Small businesses, including 8(a), service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned small businesses, may submit written capability statements demonstrating ability to perform. Award is anticipated approximately ten days after the notice date unless the Government determines another organization has capability to meet the requirement. Responses must be submitted to Lynda.Cole@nih.gov no later than 3:00 p.m. EST on Friday, July 31, 2026.

Notice of Intent to Sole Source for Proprietary Orbitrap Astral Zoom
(PCA-NINDS-09562)
The National Institutes of Health intends to award a Firm-Fixed-Price purchase order to Thermo Electron North America LLC. Thermo Electron North America LLC. UEI is KGXJZFLXJ3H5.
The essential characteristics that limit availability to the specified source are:
• Proprietary Orbitrap Astral Zoom MS architecture with quadrupole isolation, Orbitrap HRAM MS1/MS2 acquisition, and Astral HRAM MS/MS acquisition operating in parallel for synchronized high-quality data acquisition.
• Astral analyzer MS/MS scan rates up to 270 Hz, enabling high-throughput narrow-window DIA and other fast proteomics workflows that are central to the PCF mission.
• High-field Orbitrap analyzer capabilities, including resolving power from 7,500 up to 480,000 FWHM at m/z 200, m/z range of 40-6000, enhanced dynamic range mode, and up to 40 Hz spectral acquisition rate.
• Enhanced Astral analyzer performance, including high-sensitivity, high-dynamic-range HRAM MS/MS spectra with resolution up to 80,000 FWHM at m/z 524 and TMT HR mode supporting increased resolution for TMTpro multiplexing workflows.
• Support for advanced proteomics workflows required by PCF, including narrow-window DIA, DDA, SQUAD, Hybrid DIA, PRM, and TMTpro multiplexing up to 35 samples.
• Low-input mode and enhanced spectral processing to support deeper coverage and higher confidence for low-input and complex proteomics samples.
• Thermo Scientific EASY-IC ion source/internal calibration functionality for real-time mass calibration and mass accuracy performance.
• OEM-provided Xcalibur and Ardia Platform integration, including on-premises Ardia Advanced Tower Server, data transfer/management, archival/backup capabilities, and software support/maintenance.
• OEM installation, instrument qualification, training, warranty/service coverage, and access to Thermo Fisher certified field service engineers and manufacturer-certified parts.
• Integrated acquisition with Evosep LC system and compatible installation, basic user training, instrument qualification, performance service, freight, and support as quoted.
Only Thermo Fisher Scientific can furnish the required system to the exclusion of other sources because the Orbitrap Astral Zoom MS, Astral analyzer architecture, Orbitrap analyzer architecture, embedded acquisition workflows, instrument control software, OEM installation, proprietary service tools, certified replacement parts, and warranty/service support are proprietary to Thermo Fisher Scientific. Substituting another mass spectrometry platform would require different hardware, different software, different methods, extensive redevelopment and validation of PCF workflows, and retraining of staff, while not preserving the same form, fit, function, performance, and continuity required for PCF operations.
In accordance with FAR Part 6.302-1, Thermo Electron North America LLC. the Contractor is the only known responsible source who can provide the item that meets our standards. No other source has been identified who can provide the requirement listed below.
This notice is not a request for competitive quotes. Thermo Electron North America LLL. is the manufacturer. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.
It is anticipated that an award will be issued approximately ten (10) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
Please email responses to Lynda.Cole@nih.gov no later than 3:00 p.m. EST on Friday, July 31, 2026.
