About this file
This is a Notice of Intent to Sole Source for Proprietary OEM Parts issued by the National Institutes of Health National Institute of Neurological Disorders and Stroke (NINDS). The NIH intends to award a Firm-Fixed-Price purchase order to Thermo Electron North America LLC (UEI: KGXJZFLXJ3H5) for proprietary original equipment manufacturer (OEM) parts and service support for an Orbitrap Ascend mass spectrometer used by the NINDS Proteomics Core Facility. The justification for sole sourcing is that only Thermo Fisher Scientific possesses the proprietary knowledge, certified training, specialized diagnostic tools, OEM parts access, proprietary calibration procedures, embedded system controls, and validated software updates necessary to maintain the instrument in compliance with manufacturer specifications. The equipment performs mission-critical functions for NIH-wide research programs requiring precise protein identification, post-translational modification mapping, and quantitative proteomics data, and any non-OEM service could compromise instrument performance and data quality.
The solicitation is a pre-solicitation issued under FAR Part 6.302-1 and is not a request for competitive quotes. However, small businesses including 8(a) concerns, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, veteran-owned small businesses, and women-owned small businesses may submit written capability statements demonstrating their ability to perform the requirement by 12:00 p.m. EST on Thursday, April 30, 2026, via email to Lynda.Cole@nih.gov. Award is anticipated approximately ten days after the notice date, unless the Government determines that another organization possesses the capability to meet the requirement.

Notice of Intent to Sole Source for Proprietary OEM Parts
(PCA-NINDS-04791)
The National Institutes of Health intends to award a Firm-Fixed-Price purchase order to Thermo Electron North America LLC. Thermo Electron North America LLC. UEI is KGXJZFLXJ3H5.
Only Thermo Fisher Scientific possesses the proprietary knowledge, certified training, specialized diagnostic tools, and access to OEM parts required to service and maintain the system in accordance with manufacturer specifications. Third-party service providers do not have access to proprietary calibration procedures, embedded system controls, or validated software updates necessary to ensure optimal instrument performance.
Given the mission-critical role of this system within the NINDS Proteomics Core Facility, any deviation from OEM-certified service could result in reduced instrument performance, compromised data quality, and increased downtime. This would directly impact NIH-wide research programs relying on accurate protein identification, post-translational modification mapping, and quantitative proteomics data.
Furthermore, the Orbitrap Ascend mass spectrometer requires precise calibration, tuning, and maintenance to achieve the high mass accuracy, resolution, and sensitivity required for advanced proteomics workflows. These performance specifications can only be reliably maintained through OEM service support.
Therefore, Thermo Fisher Scientific is the only responsible source capable of meeting the Government’s requirements without unacceptable risk to system performance, data integrity, and research continuity.
In accordance with FAR Part 6.302-1, Thermo Electron North America LLC. the Contractor is the only known responsible source who can provide the item that meets our standards. No other source has been identified who can provide the requirement listed below.
This notice is not a request for competitive quotes. Thermo Electron North America LLL. is the manufacturer. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.
It is anticipated that an award will be issued approximately ten (10) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
Please email responses to Lynda.Cole@nih.gov no later than 12 p.m. EST on Thursday April 30, 2026.
