About this file
This is a Notice of Intent to Sole Source for the procurement of proprietary software equipment maintenance and support services. The National Institutes of Health intends to award a firm-fixed-price purchase order to Tecniplast USA (UEI: QHF3J4MS24H4), the manufacturer of specialized animal facility equipment currently installed in Building 35/35A of the NIH shared animal facility. The equipment was installed in multiple phases between 2010 and 2024, and Tecniplast USA is the sole source capable of providing maintenance, repair, and support services due to the proprietary nature of both the equipment and its controlling software. Only Tecniplast USA technicians are authorized and qualified to perform service on this equipment, as the manufacturer maintains exclusive access to replacement parts and employs specialized service engineers with the technical knowledge required for maintenance and operational support.
The contract is structured as a firm-fixed-price purchase order with a base year plus four option years, running from September 1, 2026 through August 31, 2031. This sole-source award is justified under FAR Part 6.302-1, as Tecniplast USA is identified as the only known responsible source meeting the government's standards. The solicitation period closes on Tuesday, May 5, 2026 at 9 a.m. EST, with award anticipated approximately ten days thereafter. The government invites capability statements from eligible small businesses, including 8(a) firms, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, veteran-owned small businesses, and women-owned small businesses, though the determination to compete this award remains solely within government discretion. Responses should be submitted to Lynda.Cole@nih.gov.
