Notice of Intent – Preventive and Corrective Maintenance Services

This is a Notice of Intent (NOI) for a sole source contract award by the Defense Health Agency (DHA) to Stryker Italia SRL for preventive and corrective maintenance services on government-owned Stryker operating room equipment at U.S. Naval Hospital Naples, Italy. The contract period runs from August 1, 2026 through July 31, 2027, with four optional 12-month renewal periods. The PSC code is J065 (Maintenance, Repair, and Rebuilding of Equipment: Medical, Dental, and Veterinary Equipment and Supplies), and the NAICS code is 811210 (Electronic and Precision Equipment Repair and Maintenance).

The contractor must provide a Full Risk Maintenance Plan encompassing one annual preventive maintenance per machine, unlimited corrective repairs during normal working hours (8:00 AM to 4:30 PM Monday-Friday) and emergency weekend service, loaner equipment when off-site repairs occur, and all replacement parts, technical modifications, and travel expenses. Services must comply with manufacturer recommendations and industry standards, including inspection, calibration, cleaning, lubrication, checks, adjustments, and replacement of worn parts. The contractor must schedule maintenance within 15 days of a trouble call and may be required to support contingency activations outside normal duty hours. Only fully qualified field engineers and technicians with Original Equipment Manufacturer (OEM) or comparable third-party training certifications may perform work. The contract covers 43 pieces of Stryker equipment listed by code, description, serial number, and quantity, including surgical manipulators, insufflators, cameras, light sources, displays, printers, and pumps.

Interested sources must submit a capability statement not exceeding five 8.5 x 11-inch pages with 10-point minimum font size by June 25, 2026 at 10:00 AM local time to lorri.j.loveland.civ@health.mil with subject line "Stryker Equipment Maintenance." The Government states that competition is lacking due to Stryker's sole possession of proprietary diagnostic software, guaranteed FDA-validated replacement parts, and factory-trained technicians certified on the specific equipment design. Submissions requesting only documentation or asking questions will not be considered affirmative responses.
