About this file

This is a Presolicitation Notice and Notice of Intent to Sole Source issued by the Department of the Air Force, Air Force Test Center (AFTC) at Eglin Air Force Base, Florida.

The Air Force intends to award a firm-fixed-price sole-source contract to Kratos Microwave, Inc. (5870 Hellyer Ave, Suite 70, San Jose, CA 95138) for the procurement of 202 non-commercial high-power millimeter-wave (MMW) upconverter modules. The requirement consists of 192 units of Kratos part number N26-7053 and 10 units of part number N26-7054. These components are required for the Radio Frequency (RF) Projection subsystem of the Advanced Multispectral Development (AMD) program and must integrate into the Guided Weapons Evaluation Facility (GWEF) hardware-in-the-loop test architecture. The upconverters must convert electronic signals from an Intermediate Frequency of 8.5 to 11.5 GHz to Ka-band frequencies (33.0 to 36.0 GHz) with minimum output power of 28 dBm and gain flatness of ±1.25 dB. Physical connector requirements include WR-22 output and SMA-F input.

The sole-source justification cites Kratos as the only identified source capable of providing components meeting critical "form, fit, and function" requirements for seamless integration with existing GWEF software and hardware without requiring additional Non-Recurring Engineering costs or system re-validation. Interested parties may submit capability statements demonstrating ability to provide a "drop-in" component meeting exact specifications by 2:00 PM Central Time on 08 July 2026 to Melissa A. Hoover (melissa.hoover.1@us.af.mil) or Dustin Sandell (dustin.sandell@us.af.mil). The solicitation number is FA2487-26-R-B021, with Product Service Code 5996 (Amplifiers) and NAICS Code 334220.

Notice Type: Presolicitation Notice / Notice of Intent to Sole Source Solicitation Number: FA2487-26-R-B021 Agency: Department of the Air Force Office: Air Force Test Center (AFTC/PZZD), Eglin AFB, FL Product Service Code (PSC): 5996 (Amplifiers) NAICS Code: 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing)

Subject: Notice of Intent to Sole Source - High-Power Millimeter-Wave (MMW) Upconverter Modules

Description:

The Department of the Air Force, Air Force Test Center (AFTC), Eglin AFB, FL, intends to solicit and award a firm-fixed-price (FFP) contract on a sole-source basis to Kratos Microwave, Inc., located at 5870 Hellyer Ave, Suite 70 San Jose, CA 95138.

This action will be conducted under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by RFO FAR 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."

Requirement Overview:

The Government requires the procurement of 202 non-commercial high-power millimeter-wave (MMW) upconverter modules. Specifically, the requirement consists of 192 units of Kratos part number N26-7053 and 10 units of Kratos part number N26-7054.

These components are required for the Radio Frequency (RF) Projection subsystem of the Advanced Multispectral Development (AMD) program. The upconverters must receive an electronic signal at an Intermediate Frequency (IF) of 8.5 to 11.5 GHz and convert it to a higher RF in the Ka-band (33.0 to 36.0 GHz) with a minimum output power of 28 dBm and a gain flatness of ± 1.25 dB.

Justification for Sole Source:

Kratos Microwave, Inc. is the only identified source capable of providing the required upconverter modules that meet the critical "form, fit, and function" requirements necessary for direct integration into the highly integrated, pre-existing, and validated hardware-in-the-loop (HITL) test architecture within the Guided Weapons Evaluation Facility (GWEF). The required modules are a direct upgrade to the existing 400+ Kratos amplifiers currently in inventory.

Procuring components from another manufacturer would require unacceptable Non-Recurring Engineering (NRE) costs to redesign mechanical interfaces and control software, invalidate years of existing test validation data, and introduce severe schedule risk to the AMD program timeline.

To compress the procurement lead time under the Revolutionary FAR Overhaul (RFO) framework, the formal Request for Proposal (RFP) is being released directly to the intended sole-source vendor concurrently with this notice. This concurrent release is a provisional administrative action.

Instructions to Interested Parties:

This notice of intent is NOT a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

Any capability statement must clearly demonstrate the firm's ability to provide a "drop-in" component that meets the exact performance specifications, physical connector requirements (WR-22 output, SMA-F input), and seamless integration capability with the existing GWEF software and hardware architecture, without requiring additional NRE or system re-validation.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Response Date:

All capability statements must be submitted electronically to the points of contact listed below no later than 2:00 PM Central Time on 08 July 2026
