INTRODUCTION
THIS IS A COMBINED SYNOPSIS/SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.
The solicitation number is 75N98026Q01206-05019. This solicitation is issued as a Notice of Intent (NOI) for a non-competitive combined synopsis/solicitation to award a contract or purchase order without providing for full and open competition (including brand-name, if applicable). This is intended to be a firm-fixed price contract and awarded using a lowest price technically acceptable approach.
The National Institutes of Health (NIH) intends to negotiate and award a contract without providing for full and open competition (Including brand-name) to:
MATTERHACKERS, INC.
20321 Valencia CIR Lake Forest, CA 92630-8159
NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE

GENERAL INFORMATION
1. Title: Tool MetalFab 1200W Laser Welder All-In-One Bundle Background Information: The purpose of this request is to procure a 1200W laser welding system with compatible accessories to support fabrication, repair, modification, and maintenance activities associated with Institute research and laboratory operations. The NIH NIEHS Fabrication and Repair Studio requires a compact, integrated laser welding solution capable of providing precise and efficient metal joining and related fabrication capabilities within the space and operational constraints of the Studio. The requested system is intended to provide a complete, operational configuration rather than requiring the Studio to separately source and integrate multiple components from different manufacturers.
The proposed configuration is the xTool MetalFab 1200W Laser Welder All-In-One Bundle, together with manufacturer-compatible accessories. The quoted configuration includes:
· One xTool MetalFab 1200W Laser Welder All-In-One Bundle.
· xTool Selected Air Compressor and Air Dryer.
· xTool MetalFab Ordinary Cutting Nozzle – Set of 5.
· xTool MetalFab CNC Cleaning Nozzle.
· xTool SafetyPro AP2 Air Purifier.
· MatterHackers lifetime phone and email technical support.
The air compressor and air dryer are required to support the operating requirements of the laser welding system. The cutting and cleaning nozzles provide the accessories necessary to support the intended fabrication and maintenance applications. The air purification system is included to address airborne particulate and fume considerations associated with metal fabrication activities. An integrated configuration with manufacturer-compatible components is important to the Fabrication and Repair Studio because it minimizes the technical and operational risks associated with combining equipment and accessories from different manufacturers. Using compatible components is expected to reduce potential issues involving system integration, performance, warranty coverage, troubleshooting, replacement parts, and technical support.
The requested 1200W laser welder will provide the Studio with an expanded capability to perform metal fabrication and repair activities efficiently and with greater precision. A compact configuration is particularly important because the Studio must accommodate the equipment within its existing workspace while maintaining appropriate operating conditions and access to required support equipment.
Acquisition of this equipment will support the Studio's ability to respond to fabrication and repair requirements in a timely manner, reduce reliance on external services where appropriate, and improve the efficiency of research-support activities at NIEHS.
Minimum Need and Acquisition Considerations The Government's minimum requirement is for a compact, approximately 1200W-class laser welding system capable of performing the required metal welding and associated fabrication functions and capable of operating with the necessary air supply, cutting, cleaning, and fume/air purification accessories. The quoted xTool configuration is identified as the requested solution because its components are designed to operate together as an integrated package and provide the required combination of laser welding capability, supporting air equipment, accessories, and air purification in a compact configuration.
The acquisition of one compact 1200W laser welding system with compatible supporting equipment and accessories is necessary to establish and maintain the fabrication and repair capabilities required by the NIEHS Fabrication and Repair Studio. The proposed xTool MetalFab configuration provides a complete, integrated solution intended to minimize equipment compatibility and operational risks while providing the welding, cutting, cleaning, air supply, and air purification capabilities required for Studio operations.
Period of Performance: This is a one-time supply acquisition with the duration of the maintenance agreement as specified in the resulting contract or purchase order.
Delivery Location:
NIH/NIEHS
111 TW Alexander Drive Research Triangle Park, NC 27709
