Description
INTRODUCTION
THIS IS A COMBINED SYNOPSIS/SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.
The solicitation number is 75N98026Q01203-05014. This solicitation is issued as a Notice of Intent (NOI) for a non-competitive combined synopsis/solicitation to award a contract or purchase order without providing for full and open competition (including brand-name, if applicable). This is intended to be a firm-fixed price contract and awarded using a lowest price technically acceptable approach.
The National Institutes of Health (NIH) intends to negotiate and award a contract without providing for full and open competition (Including brand-name) to:

GENERAL INFORMATION
1. Title: CryoPlus 2 200L Liquid Nitrogen Freezer
Background Information: The purpose of this request is to procure a CryoPlus 2 200L liquid nitrogen (LN2) freezer including all components and accessories necessary for normal operation.for the National Institute of Environmental Health Sciences (NIEHS) to provide additional cryogenic storage capacity while maintaining compatibility with the Institute's existing laboratory infrastructure and equipment monitoring systems.
A critical requirement is that the freezer fit within the existing space allocated for an LN2 freezer. Available laboratory space limits the physical dimensions of equipment that can be installed in the designated location. Although larger-capacity LN2 freezers are available from other manufacturers, those systems do not meet the required physical footprint and therefore cannot be accommodated in the allocated space without facility modifications or relocation of other laboratory equipment.
Compatibility with the NIEHS equipment monitoring system is also essential. The requested CryoPlus 2 200L freezer can be integrated with the existing monitoring infrastructure, allowing freezer operating conditions and potential equipment failures to be detected promptly. This capability is important for protecting valuable biological samples and minimizing the potential for loss resulting from an undetected freezer failure.
