About this file

This is a Notice of Intent for a sole source contract opportunity (75N98026Q01070) issued by the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK). The contracting activity seeks to procure surface coils for MR Spectroscopy research from Rapid MR International LLC, the proposed sole source contractor. The surface coils will be used with existing three Tesla magnetic resonance imaging systems to enable targeted data acquisition for metabolic measurements in specific tissues, including assessment of fat content, glycogen levels, and other metabolites in the heart, liver, pancreas, and muscle tissue of subjects with metabolic conditions.

The justification for sole source procurement under FAR 6.302-1 is based on Rapid MR International LLC being the only known responsible source capable of providing surface coils that meet NIDDK compatibility and continuity requirements. The notice invites interested small businesses—including 8(a), service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned small businesses—to submit written capability statements demonstrating their ability to perform the requirement by September 5, 2026, at 09:00 a.m. EDT to danielt@mail.nih.gov. Responses do not constitute a Government commitment to compete; any decision to compete remains at the Government's sole discretion. An award is anticipated approximately five days after the notice closes, unless the Government determines another vendor can meet the requirement.
