About this file
This document is a Notice of Intent to Sole Source for Proprietary Immunoassays (NIH-SS-7025972) issued by the Department of Health and Human Services, National Institutes of Health, Office of Logistics and Acquisition Operations.
The notice states the government intends to award a Firm-Fixed-Price purchase order to Olink Proteomics, the sole manufacturer and provider of the proprietary Olink Explore protein biomarker discovery platform within the United States. Olink's Proximity Extension Assay technology enables exceptional multiplexing capabilities to simultaneously measure up to nearly 3,000 proteins per sample. The government has determined Olink is the only responsible source that can meet its requirements. However, any available small businesses are invited to submit capability statements demonstrating their ability to perform the requirement by 9:30 AM EST on Friday, August 30, 2024. The government will make a determination on whether to compete the proposed award based on the responses received.

Notice of Intent to Sole Source for Proprietary Immunoassays
(NIH-SS-7025972)
The National Institutes of Health intends to award a Firm-Fixed-Price purchase order to Olink Proteomics UEI – LY8PXLZYEXL7.
In accordance with FAR Part 6.302-1, Olink Proteomics is the Contractor that is the only known responsible source who can provide the item that meets our standards. No other source has been identified who can provide the requirement listed below:
Proposed Contractor’s unique qualifications.
· Olink Explore is based on proprietary technology of Olink and Olink is the sole manufacturer.
· Olink is the sole source vendor of Olink Explore protein panels within the United States. Olink Explore is a high-throughput protein biomarker discovery platform that achieves a high level of multiplexing while maintaining exceptional data quality thanks to our proprietary Proximity Extension Assay (PEA).
· The PEA technology enables exceptional immunoassay multiplexing by simultaneously measuring up to nearly 3000 proteins per sample. Each biomarker is addressed by a matched pair of antibodies, coupled to unique, partially complementary oligonucleotides, and measured by Next Generation Sequencing (NGS). This dual recognition, DNA-coupled method provides exceptional readout specificity, since any antibody cross-reactivity that may occur during the multiplexed assay is excluded from the detection process, hence overcoming the specificity issues seen in other multiplexed immunoassays.
This notice is not a request for competitive quotes. Olink Proteomics is the manufacturer. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.
It is anticipated that an award will be issued approximately eight (8) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
Please email responses to Lynda.Cole@nih.gov no later than 9:30 a.m. EST on Friday, August 30, 2024.
