About this file

This is a Notice of Intent for a sole source acquisition issued by the National Cancer Institute (NCI). The contracting activity seeks to acquire a Modulight ML6600 laser platform from Modulight, Inc., the sole proposed contractor. The justification for sole source procurement under FAR 6.302-1 states that Modulight Inc. is the only known responsible source capable of meeting NCI's compatibility and continuity requirements. The laser platform will support in vitro studies with cultured cells, hosting multiple laser wavelengths while remaining compact for transportation between laboratories. Treatment will occur on a microscope stage with real-time observation and recording of cell morphology. The platform is essential for determining optimal light irradiation conditions for near-infrared photoimmunotherapy (NIR-PIT) and supporting continued technology development for future clinical applications.

Interested small businesses, including those in designated categories (8(a), service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned), may submit written capability statements by 09:00 a.m. EDT on August 29, 2026, to danielt@mail.nih.gov. Submission of capability statements does not obligate the Government to compete the procurement, with any competition decision made at the Government's sole discretion. An award is anticipated approximately five days after the notice closing date unless the Government determines another vendor can satisfy the requirement.
