About this file
This is a Notice of Intent to Sole Source a federal purchase order from the National Institutes of Health (NIH) National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS). The NIH intends to award a Firm-Fixed-Price purchase order to Illumina Inc. (UEI: KMW3CRWNAAF3) for the Illumina Protein Prep platform, a next-generation sequencing (NGS)-based proteomics system. The platform features approximately 9,500 SOMAmer protein targets for broad protein discovery and relative quantification, proprietary dynamic range compression technology for detecting low-abundance proteins, and native integration with Illumina sequencing workflows and DRAGEN bioinformatics pipelines. The system is compatible with NIAMS's existing Illumina sequencing infrastructure, including the NovaSeq X Plus platform, and provides a streamlined sample-to-analysis solution requiring minimal additional software development or workflow customization.
The Government has determined that no other commercially available proteomics platform provides the same combination of protein target coverage, NGS-based scalability, SOMAmer chemistry, dynamic range compression, and seamless integration with Illumina systems. While this is a sole-source procurement, small businesses—including 8(a) firms, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, veteran-owned small businesses, and women-owned small businesses—may submit written capability statements demonstrating their ability to perform the requirement. Responses must be submitted to Lynda.Cole@nih.gov no later than 7:00 a.m. EST on Thursday, July 30, 2026. Award is anticipated approximately ten days after the notice date unless the Government determines another organization has the capability to meet the requirement. No pricing information is provided in this notice.

Notice Of Intent To Sole Source For Existing Illumina sequencing Infrastructure
(PCA-NIAMS-08113)
The National Institutes of Health intends to award a Firm-Fixed-Price purchase order to Illumina Inc. UEI is KMW3CRWNAAF3.
The Illumina Protein Prep platform uniquely combines high-throughput, next-generation sequencing (NGS)-based proteomics with a comprehensive panel of approximately 9,500 SOMAmer (Slow Off-rate Modified Aptamer) protein targets, enabling broad protein discovery and relative quantification from a single sample. In addition, the platform includes proprietary dynamic range compression technology designed to enhance detection of low-abundance proteins while maintaining measurement accuracy across a wide range of protein concentrations.
The system is further differentiated by its native integration with Illumina sequencing workflows and DRAGEN bioinformatics pipelines, providing a streamlined sample-to-analysis solution that is compatible with the NIAMS Genomic Technology Section's existing Illumina sequencing infrastructure, including the NovaSeq X Plus platform. This integrated workflow supports efficient processing, analysis, and interpretation of large-scale proteomic datasets while minimizing the need for additional software development, validation, or workflow customization.
No other commercially available proteomics platform provides the same combination of protein target coverage, NGS-based scalability, proprietary SOMAmer chemistry, dynamic range compression, and seamless integration with Illumina sequencing and bioinformatics systems.
This notice is not a request for competitive quotes. Illumina Inc. is the manufacturer. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.
It is anticipated that an award will be issued approximately ten (10) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
Please email responses to Lynda.Cole@nih.gov no later than 7:00 a.m. EST on Thursday July 30, 2026.
