About this file
This is a Notice of Intent (NOI) for a sole source contract award for preventative maintenance services on laboratory instrumentation. The National Human Genome Research Institute (NHGRI) intends to award a contract to Illumina Inc. for maintenance services on Tecan LiHa and iScan instruments under sole source justification per FAR 6.302-1 (Only One Responsible Source). The justification cites Illumina's exclusive capability to service these proprietary instruments, which were procured directly from Illumina and incorporate proprietary software and patent-protected designs. Additionally, a MAITAI Ti:Sapphire laser upgrade component must be performed by the manufacturer, Spectra-Physics (Newport Corporation), due to system compatibility requirements and the sophisticated nature of the equipment. The notice emphasizes that substituting alternative vendors would require complete equipment and service interface upgrades, resulting in significant downtime, retraining requirements, and unacceptable research disruption. The iScan and Tecan LiHa instruments have demonstrated proven performance, having generated over 2 billion SNP genotypes for research investigators.
The solicitation invites interested small businesses—including 8(a), service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned small businesses—to submit written capability statements by 09:00 a.m. EDT on August 6, 2026, to danielt@mail.nih.gov. Submission of capability statements does not obligate the Government to compete the contract award; any decision to pursue competition will be made at the Government's sole discretion. An award is anticipated approximately five days after the notice closing date, contingent on the Government's determination that no alternative vendor can satisfy the requirement.
