About this file
This is a Notice of Intent (NOI) for a sole-source service contract issued by the Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division - West. The contracting officer intends to award a firm-fixed-price contract to Advanced Sterilization Products (ASP), the Original Equipment Manufacturer, for preventative maintenance and unscheduled repair services of three government-owned STERRAD plasma sterilizing systems at Mike O'Callaghan Military Medical Center, Nellis Air Force Base, Nevada. The specific equipment includes one STERRAD 100NX ALLClear 1-DR DUO (Serial Number: 1047180610) and two STERRAD NX units (Serial Numbers: 1033142121 and 1033142119).
The contract will be structured as a 12-month base year beginning September 1, 2026, with four optional 12-month renewal periods. ASP has been selected as the sole source under FAR 13.106-1(b) authority because market research determined that ASP is the only capable source due to the proprietary nature of STERRAD diagnostic software, repair algorithms, and replacement parts required for equipment maintenance. Technical data packages necessary for full and open competition are not available from the manufacturer. The NOI is not a request for competitive proposals; however, interested parties who believe they possess manufacturer-certified maintenance capabilities may submit a capability statement in accordance with the instructions provided in the attached Notice of Intent document.

Notice of Intent to Sole Source
- HT941026N0103
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division - West (HCD-W), intends to negotiate and award a firm-fixed-price service contract for preventative maintenance and unscheduled repair services for three (3) government-owned STERRAD plasma sterilizing systems, to the Original Equipment Manufacturer (OEM):
ADVANCED STERILIZATION PRODUCTS (ASP)
33 TECHNOLOGY DR
IRVINE, CA 92618-2346
The North American Industry Classification System (NAICS) code for this requirement is 811210 (Electronic and Precision Equipment Repair and Maintenance); the business size standard is $34.0 Million. The Product Service Code (PSC) is J065 (Maintenance, Repair, and Rebuilding of Equipment: Medical, Dental, and Veterinary Equipment).
The requirement is for scheduled and unscheduled maintenance services for the following systems:
1. STERRAD 100NX ALLClear 1-DR DUO (Serial Number: 1047180610)
2. STERRAD NX (Serial Number: 1033142121)
3. STERRAD NX (Serial Number: 1033142119)
The proposed Period of Performance is a 12-month Base Year (September 1, 2026 – August 31, 2027) with four (4) subsequent 12-month option years. All services shall be performed at the Mike O’Callaghan Military Medical Center (MOMMC), Nellis AFB, NV.
Based on market research, it has been determined that Advanced Sterilization Products (ASP) is the only source that can meet the Government’s specialized requirement. Due to the proprietary nature of the STERRAD diagnostic software, repair algorithms, and replacement parts, technical data packages for full and open competition are not available. The sole-source approach ensures compatibility, patient safety, and continuity with the existing proprietary systems.
This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required manufacturer-certified maintenance. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point.
All capability statements received by the due date of this notice will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole-source award.
If a vendor challenges the basis of this requirement, please email capability statements as a Microsoft Word or Adobe PDF attachment to Dominic Gonzales at dominic.n.gonzales.civ@health.mil. The closing date for challenges is no later than 10:00 a.m. August 21st 2026 PDT.
