About this file
This document is a Sources Sought Notice for utility services on Guam. The U.S. Government intends to negotiate exclusively with Guam Waterworks Authority (GWA), the island's only water and wastewater service provider, under FAR 6.302-1. GWA supplies potable water and wastewater services to the entire civilian population of Guam and military installations including Naval Base Guam, Marine Corps Base Camp Blaz, and Andersen Air Force Base.
Interested parties may submit their capability to respond to the requirement within 14 days of the notice's publication. However, the Government will make the final determination on whether to conduct a competitive procurement. The notice emphasizes that GWA is a legally mandated, self-supporting monopoly responsible for the island's public water supply, water distribution, and wastewater collection and treatment systems, with no alternative sources available to meet the agency's needs.

Text version
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. This contract action is for utility services for which the Government intends to solicit and negotiate with only Guam Waterworks Authority (CAGE
Code: 36XB8; Address: 688 Route 15, Mangilao, GU, 96913-6203, United States) under the authority of FAR 6.302-1, since there is only one responsible source available to perform work on Guam, and no other sources can meet the needs of the agency.
The work to be performed includes the supply of water and sewer services and purchase of water and sewer services. On
Guam, Guam Waterworks Authority (GWA) is the only water service provider due to history of Government of Guam consolidation and its status as a legally mandated, self-supporting monopoly for water and wastewater services. GWA provides water to all the civilian population of Guam. GWA also provides water and wastewater service to military customers, including but not limited to Naval Base Guam (NBG), Marine Corps Base Camp Blaz (MCBCB), and Andersen
Air Force Base (AAFB). GWA is responsible for the island’s public water supply, water distribution, and wastewater collection and treatment systems. Military installations are not able to provide potable water and wastewater service to all the Department of War (DoW) service areas on Guam. GWA is the only potable water and wastewater utility provider available for the areas that cannot be 100% served by DoW utilities.
The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, inquiries received within 14 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
