Synopsis: Managerial Laboratory Services

Notice of Intent:

The National Institutes of Health intends to negotiate on a sole source basis with DAC Radiation Safety Consulting, LLC for Analytical Lab Management Services to the Division of Radiation Safety.

Background and Justification:

The DRS Analytical Lab consists of multiple specialized equipment for counting radioactive samples, and processes approximately 70,000 samples per year. Three health physicists (GS1306-l 1/12) perform the daily workload to process these samples, organize the data reports, assess results, and distribute reports to a Lab Manager for verifying results prior to relaying the data package to the customer. The Lab Manager is a critical role to ensure adequate lab oversight as well as ensure that equipment performance meets the regulatory standards for trustworthy analytics. The performance and output of the DRS Analytical Lab is subject to inspection by the U.S. Nuclear Regulatory Commission, and it is important that sufficient oversight be provided by a knowledgeable health physicist Lab Manager on a daily basis, in order to be inspection-ready at all times. Furthermore, it is important for lab results to be reliable when customers depend on results to make action decisions affecting radiological conditions on the Bethesda campus. Currently, the Lab Manager position is vacant and will require official recruitment efforts through HR to identify a permanent hire.

Meanwhile, a contractor Lab Manager can immediately be assigned to the role on a temporary term basis, until the permanent hire is onboarded.

The intended individual for this contract award has previously served as the Bethesda DRS Analytical Lab Manager from 2003-2008, after which he transitioned to running the DRS Analytical Lab at the NIAID Integrated Research Facility (Frederick MD) from 2009-2015, when he retired. He possesses an intimate knowledge and understanding of DRS needs and the functioning of the Analytical lab. He would be able to perform the work with very little to no retraining needed. The DRS Analytical Lab consists of multiple specialized equipment for counting radioactive samples, and while the equipment may have modernized since 2015, the basic technology is the same.

Services to be performed:

Perform the duties of a Radioanalytical Lab Manager for the Division of Radiation Safety (DRS) in Bethesda, MD. See attached Statement of Work (SOW).

Responses The proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b). If you believe you can provide the items or services requested, all responsible sources may submit a capability statement, which shall be considered by the agency, to the Contracting Specialist, Rosalind R. Clark, at Rosalind.clark@nih.gov, referencing notice number NIH-OLAO-OD5-NOI6483800 10/21/2022 at 12:30 pm. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.

Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
