Notice Type: Intent to Sole Source
| Synopsis: | ASOPE Training | |
| Notice Number: | NIH-OLAO-OD5-NOI6216977 |
Date: December 28, 2021
Notice of Intent:
The National Institutes of Health intends to negotiate on a sole source basis with Thermal System Training, LLC for ASOPE Training.
Background and Justification:
The Utilities Generation Branch (UGB) of DTR produces vital utilities for the Bethesda campus. UGB relies heavily on skilled personnel to ensure safe, reliable, and efficient operation.
The Utilities Generation Branch (UGB) has responsibilities to ensure that NIH facilities are provided with suitable levels of steam, chilled water, and any other utilities as may be generated. With utility generation in mind, it is in the best interest of the UGB to arrange American Society of Power Engineers (ASOPE) trainings tailored to the NIH Central Utility Plant (CUP) to stay abreast of necessary standards, codes, regulations, and technology as they relate to critical boiler operations.
Services to be performed:
The objective is to provide training to the various personnel supporting the Central Utility Plant (CUP) operations to satisfy the Federal Building Personnel Training Act (FBPTA) requirement to train personnel responsible for the operation, maintenance, energy management, safety, and design functions of federally owned facilities.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
