About this file

This document is a Notice of Intent (NOI) from the Federal Bureau of Investigation (FBI) Finance Division's Procurement Section. The FBI intends to award a one-time, firm-fixed price contract for Cyber Sensor Controllers, which are essential equipment for the FBI's enterprise infrastructure at Redstone. Without this equipment, the FBI could experience network outages and security system failures that would greatly impact its mission.

The Cyber Sensor Controllers must integrate seamlessly with the existing infrastructure and meet technical standards and guidelines from the FBI, NIST, and other agencies. The FBI has determined that Cybersecure is the sole designer, manufacturer, and distributor of the required controllers. The government plans to negotiate with only one source under FAR 6.302-1 authority. Interested parties may respond by contacting the contracting officer by May 13, 2024 to identify their interest, capability, and authorized reseller status, which the government will use to determine if a competitive procurement is warranted. The NAICS code is 334290 with an 800 employee size standard.

FEDERAL BUREAU OF INVESTIGATION

FINANCE DIVISION | PROCUREMENT SECTION

Notice of Intent: 001437

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.

The Federal Bureau of Investigation (FBI) intends to award a one-time, firm-fixed price contract for Cyber Sensor Controllers. These controllers create the current platform for the FBI enterprise structure at Redstone. Without the crucial equipment, the FBI could see lengthy delays in repairs to the communications infrastructure resulting in network outages, security systems such as access control and intrusion detection outages, greatly impacting the FBI’s mission at Redstone. The listed equipment is configured in a specific pattern to provide a secure and effective infrastructure for the FBI at Redstone Arsenal. It must integrate seamlessly and match in form and function with the existing infrastructure platform without additional costs, training, infrastructure requirements, or personnel. Infrastructure components, configuration, and structure are all required to meet standards and guidelines directed by the FBI’s Technical Security Guide (TSG), National Institute of Standards and Technology (NIST), the Committee on National Security Systems (CNSS) and meet FBI Physical Security Unit approvals. The brand name requirement is essential to the Government for the infrastructure on the Redstone campus for the aforementioned reasons.

Market research was conducted through internet searches and online websites. Market research for the required controllers determined that Cybersecure is the sole designer, manufacturer, and distributor of the Cyber Sensor Controller.

This notice will be distributed solely through the SAM.gov website. Interested parties are responsible for monitoring the SAM.gov site to ensure they have the most up-to-date information about this acquisition.
