About this file
This is a Notice of Intent to Sole Source a federal procurement for proprietary software and related services. The National Institutes of Health intends to award a Firm-Fixed-Price purchase order to Columbus Instruments LLC (UEI: XW3DMCJ3CU85) for the CI-Link Software, which is the proprietary control and data management platform for the CLAMS (Comprehensive Lab Animal Monitoring System). The procurement is being justified under FAR Part 6.302-1 as a sole-source award, with Columbus Instruments identified as the only responsible source capable of meeting the requirement. The software integrates multi-parameter metabolic measurements and enables simultaneous operation of both a new and existing CLAMS unit at NIH facilities, ensuring data consistency, hardware compatibility, centralized data acquisition, synchronized control, and compliance with regulatory and reproducibility standards critical for research environments.
The notice invites any available small businesses—including 8(a) firms, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, veteran-owned small businesses, and women-owned small businesses—to submit written capability statements demonstrating their ability to perform the requirement. Award is anticipated approximately ten days following the notice publication, unless the Government determines that another organization can meet the requirement. Small business responses must be submitted via email to Lynda.Cole@nih.gov no later than 12 p.m. EST on Wednesday, April 29, 2026. The solicitation number is NIH-SS-7382779.

Notice of Intent to Sole Source for Proprietary CI-Link Software
(NIH-SS-7382779)
The National Institutes of Health intends to award a Firm-Fixed-Price purchase order to Columbus Instruments LLC. Columbus Instruments LLC. UEI is XW3DMCJ3CU85.
Columbus Instruments is the sole source and distributor of their CLAMS, a highly specialized scientific instrument uniquely capable of providing simultaneous, high-resolution, multi-parameter measurements in a single, fully integrated platform, which is essential for accurately characterizing whole-body energy balance, feeding behavior, and physiological responses in live, unrestrained animals. The CLAMS from Columbus Instruments uses proprietary CI-Link software that integrates all data streams into a single platform, allowing real-time visualization, automated analysis, and seamless data export, further differentiating it from systems that require third-party software integration or post hoc data alignment. The older model is also a Columbus Instruments CLAMS. The new system will operate simultaneously with the older Columbus Instruments’ CLAMS. The goal is for the systems to be operated simultaneously. In order to accomplish this, both systems must use the same software platform. There are several critical technical and operational reasons the software must be the same:
Data consistency and comparability
Both systems generate highly sensitive metabolic data (e.g., oxygen consumption, carbon dioxide production, activity levels). Using the same software ensures that:
· Data is processed using identical algorithms and calibration methods
· Output formats are standardized
· Results can be directly compared or combined without conversion errors If different software were used, even small differences in calculations or units could introduce variability that undermines experimental validity.
Centralized data acquisition and synchronization
CLAMS units are often operated in parallel experiments where timing matters. A single software platform allows:
· Real-time synchronization of data collection across systems
· Unified experiment start/stop control
· Accurate alignment of time-series data for analysis This is especially important in longitudinal or cohort-based studies.
Integrated hardware control The software is designed to directly control the CLAMS hardware (gas sensors, feeders, activity monitors). Using the same platform ensures:
· Proper communication protocols with both systems
· Consistent calibration and environmental settings
· Reduced risk of hardware/software incompatibility Different software may not fully support all system components or could introduce control inconsistencies.
Streamlined data management and storage A single software environment enables:
· Centralized database or file structure
· Easier data backup, retrieval, and audit trails
· Reduced risk of data loss or corruption from format mismatches
Regulatory and reproducibility requirements For research environments (especially NIH-funded labs), consistency is key for:
· Reproducibility of results
· Meeting data integrity and audit standards
· Supporting publications and peer review
Using different software platforms could raise concerns about methodological variability.
In accordance with FAR Part 6.302-1, Columbus Instruments LLC. the Contractor is the only known responsible source who can provide the item that meets our standards. No other source has been identified who can provide the requirement listed below.
This notice is not a request for competitive quotes. Columbus Instruments LLC. is the manufacturer. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.
It is anticipated that an award will be issued approximately ten (10) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
Please email responses to Lynda.Cole@nih.gov no later than 12 p.m. EST on Wednesday April 29, 2026.
