About this file
This is a Statement of Work/Requirements Document for the procurement of Picoquant Picosecond pulsed diode laser systems by the National Institute of Standards and Technology (NIST).
The Requesting Lab, NIST's Information Technology Division/Quantum Information Group, requires two (2) new Picoquant Pulsed-Diode Laser Systems (Line Item 0001) for use in the Defense Advanced Research Projects Agency (DARPA) Quantum-Augmented Network (QuANET) phase 2 integration event. The systems will characterize optical fiber links and be integrated into NIST's quantum network and component measurement suite as a moveable rack-mounted light source capability to support quantum network component and protocol testing on the Washington Metropolitan Quantum Network Research Consortium (DC-QNet) infrastructure. The technical specifications require Picoquant CPDL-S-F-1550 systems with center wavelengths of 1550 ± 3 nm, spectral width less than 1 nm, picosecond pulse width less than 100 ps, and FC/APC fiber-coupled laser output. Delivery shall be FOB Destination to NIST's Shipping and Receiving at 100 Bureau Drive, Building 301, Gaithersburg, MD 20899, with a lead time of no less than eight (8) weeks after receipt of offer. Payment is 100% upon receipt and acceptance following completion of testing procedures, with Net 30-day payment terms. The contractor must provide one-year warranty commencing upon government acceptance. All equipment must be new, in original manufacturer's packaging with all original documentation and software included. The government reserves the right to conduct performance testing to verify center wavelength, pulse width, and spectral width conformance, with acceptance within two weeks of receipt unless otherwise indicated.

STATEMENT OF WOR/REQUIREMENTS DOCUMENT
Title: Picoquant Picosecond pulsed diode laser Requesting Lab: Information Technology Division
I. BACKGROUND INFORMATION
The National Institute of Standards and Technology (NIST)/Quantum Information Group applies expertise in mathematical subdisciplines such as combinatorics, graph theory, network science, operations research, optimization, discrete nonlinear dynamics, computational geometry, quantum mechanics, and information theory. Researchers apply their knowledge and skills in areas such as the experimental quantum optics, fundamental models of physics, chemistry, biology, and information systems, complex systems analysis, pattern recognition, and quantum computing and communications. In collaboration with NIST and outside scientists, the group develops, analyzes, and applies related mathematical and experimental methods and tools for critical problems of measurement science at NIST, and develops mathematical foundations for the measurement science of information systems.
Purpose/Objective: The purpose of this requirement is to obtain Picoquant Picosecond pulsed diode lasers to be used for the Defense Advanced Research Projects Agency (DARPA) Quantum-Augmented Network (QuANET) phase 2 integration event to characterize the optical fiber links used in this event. The lasers will be integrated into our quantum network and component measurement suite as a moveable rack-mounted light source capability. It will assist with NIST’s research of developing a moveable measurement test suite for quantum network component and protocol testing, verification, and characterization, as well as DARPAs QuANET phase 2 event. This test suite will be implemented on the Washington Metropolitan Quantum Network Research Consortium (DC-QNet) infrastructure with a fiber network dedicated to quantum optical signal transfer between various quantum network nodes.
II. SCOPE
The Contractor shall deliver a quantity of two (2) Picoquant Pulsed-Diode Laser Systems, inclusive of FOB Destination delivery and warranty.
III. MINIMUM REQUIREMENTS
The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award.
Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Pulsed Laser Diodes 2 Lead Time/NLT eight (8) weeks after receipt of offer
V. DELIVERY TERMS
Delivery shall be F.O.B Destination and shall occur in accordance with the delivery due dates provided in the above table.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
National Institute of Standards and Technology Shipping and Receiving 100 Bureau Drive, Building 301 Gaithersburg, MD 20899 C/O Thomas Gerrits, Building 220/A225
***Due to ongoing limited site access of the NIST facilities, the Awardee SHALL confirm with the Designated Government Official and the Contracting Officer prior to ANY shipment to NIST***
VI. INSPECTION & ACCEPTANCE
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Performance Tests:
1. Evaluation of the system’s center wavelength, pulse and spectral width to ensure conformance with stated requirements.
A visual inspection of the equipment will be performed by the NIST TPOC to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.
Ownership of the equipment shall transfer to NIST upon acceptance by the Government.
The Government will test, inspect, and accept or reject the equipment within two (2) weeks of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.
