About this file
This is a Combined Sources Sought Notice and Notice of Intent to Sole Source issued by the National Institute of Standards and Technology (NIST).
NIST seeks two (2) Picoquant Picosecond Pulsed Diode Laser Systems to support the DARPA QuANET phase 2 integration event. The systems must meet specific technical requirements: wavelengths around 1550 nm (1550 ± 3 nm center wavelength), spectral width less than 1 nm, picosecond pulse width less than 100 picoseconds, and FC/APC fiber coupling. Delivery must be FOB Destination and completed within eight (8) weeks of order receipt. If no alternate sources are identified, NIST intends to sole source the procurement to Picoquant Photonics North America, Inc., located at 54 Kane Street, Springfield, Massachusetts, under the authority of FAR Part 12.102(a) and 41 USC 1901. The applicable NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees, and the applicable PSC is 6640 (Laboratory Equipment and Supplies).
Interested vendors must submit responses via email to Jennifer.lohmeier@nist.gov no later than May 6, 2026 at 10:00 AM Eastern Time. Required submission information includes contractor name and address, point of contact details, UEI, business classification validated in SAM.gov, and a capability statement. NIST emphasizes that responses are sought to determine if alternate sources exist capable of meeting the seamless interoperability requirement with existing Picoquant equipment and software libraries. This notice is not a request for quotation, solicitation, or commitment to award; no award will be made based on responses, and NIST is not responsible for respondent costs.

COMBINED SOURCES SOUGHT NOTICE
AND NOTICE OF INTENT TO SOLE SOURCE
Announcement Type: Special Notice Announcement Number: AMDTCNOI2601319 Subject: Picoquant Picosecond Pulsed Diode Laser System
Applicable NAICS: 334516 — Analytical Laboratory Instrument Manufacturing with a small business size standard of 1,000 employees.
Applicable PSC: 6640 – Laboratory Equipment and Supplies
Purpose This is a combined sources sought notice and notice of intent to sole source, not a request for a quotation. NIST is seeking information from sources that may be capable of providing a solution that will achieve the essential requirements included in the “Description” section below.
If no alternate sources are identified, the Government intends to negotiate a firm-fixed price purchase order on a sole source basis with Picoquant Photonics North America, Inc., located at 54 Kane Street, Springfield, Massachusetts, 01119-2624 USA. This action will be conducted under the authority of FAR RFO Part 12.102(a) and 41 USC 1901, allowing the Contracting Officer (CO) to solicit from one source. Delivery will be required within eight (8) weeks after contractor receipt of order.
Description The Contractor shall deliver a quantity of two (2) Picoquant Pulsed-Diode Laser Systems, inclusive of FOB Destination delivery and shall meet the minimum requirements identified below.
a. wavelengths of around 1550 nm
b. 1550 nm pulsed laser diode requirements:
Picoquant CPDL-S-F-1550 The system shall generate pulses at a center wavelength of 1550 ± 3 nm The spectral width shall be less than 1 nm The picosecond pulse width shall be less than 100 picoseconds (ps) The laser output shall be FC/APC fiber coupled
Background The National Institute of Standards and Technology (NIST)/Quantum Information Group apply expertise in mathematical subdisciplines such as combinatorics, graph theory, network science, operations research, optimization, discrete nonlinear dynamics, computational geometry, quantum mechanics, and information theory. Researchers apply their knowledge and skills in areas such as the experimental quantum optics, fundamental models of physics, chemistry, biology, and information systems, complex systems analysis, pattern recognition, and quantum computing and communications. In collaboration with NIST and outside scientist and group develops, analyzes, and applies related mathematical and experimental methods and tools for critical problems of measurement science at NIST, and develops mathematical foundations for the measurement science of information systems.
NIST currently owns a Picoquant laser system and now requires two additional laser systems for the DARPA QuANET phase 2 integration event. The existing laser is proprietary to the original equipment manufacturer, Picoquant. To ensure continuity of science and the DARPA program, the new laser systems must be fully compatible with the existing Picoquant laser and the existing python library. No other laser system is able to provide seamless interoperability with existing Picoquant equipment and the Quantum Information Group’s library. Seamless interoperability is essential for NIST to accurately time and measure data for the ongoing and upcoming research project; therefore, adding two additional Picoquant Picosecond pulsed diode lasers that are compatible with our existing test suite setup, including software library. There are currently no other known sources capable of providing the required Picosecond Pulsed Diode Laser Systems.
How to Respond to this Notice Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This is a combined sources sought notice and notice of intent to sole source is not a solicitation.
All responses to this notice of intent must be submitted via email to Jennifer Lohmeier via email at Jennifer.lohmeier@nist.gov so that they are received no later than May 6, 2026 at 10:00 AM Eastern Time.
Each response should include the following Business Information:
a. Contractor Name, Address,
b. Point of Contact Name, Phone Number, and Email address
c. Contractor UEI
d. Contractor Business Classification (i.e., small business, 8(a), woman owned, hubZone, veteran owned, etc.) as validated in System for Award Management (SAM). All offerors must have an active registration in www.SAM.gov.
e. Capability Statement describing what your company is capable of providing to meet the Government’s needs
Important Notes The information received in response to this notice will be reviewed and considered so that the NIST may appropriately solicit for its requirements in the near future. This notice should not be construed as a commitment by the NIST to issue a solicitation or ultimately award a contract.
This notice is not a request for a quotation. Responses will not be considered as proposals or quotations. No award will be made as a result of this notice. NIST is not responsible for any costs incurred by the respondents to this notice. NIST reserves the right to use information provided by respondents for any purpose deemed necessary and appropriate.
